inclosure -

"C~n December 10th, I received a letter from City ~anager Owens stating that
he had been instructed by the City Coca, oil to state to the School Board
that they would be willing to a~ppropriate necessary funds to t eke care of
the 180 children at $~0.00 each in order that they mi.gh~t eohtinue to got o
the Cht~c~h~and High School tuutil the end of the schoot~ year. I~ presented
this letter to the school Board at its nee%lng last night %~th therecommenda-
tion that the pupils attending the Chu~chla~ud High School be .permitted to
continue to attend Churchl~nd High School until the end of thzs present school
year $;ith their tuition and transportation paid by the Portsmouth School
Bo~rd.'Th%s recon~endatibn was un~imously adopted by the Portsmouth SChool
Board.
With b est wishes, I am,
Sincerely yours,

H. Brown, v~th certain info~mation
concerning perso~s operating cabs in the aunexed territory, in order to give the residents
of that area taxi service, ~ believe it will be necessary to continne the fmrst szx tax_
stands mentioned in the ltter. The oysters of the taxicabs with stands at Crawford and High
Streets have a~rangements~with drivers whereby the drivers compensate the owners on a mileage
basis. It is not very pmof'itable to a driver to answer a call in t he s~inexed territory from
Crawford and High Streets, v~n he is required to ctmrge the City rates.
If per--mits are granted to the six cab owners, they should be granted
upon the condition that pen~its and~licenses can not be transferred to another person and will
extend no longer than 5~ay lst$ 1 9~8,'and the licensee must pay to the City the pro-rata per-
mit fee from February 1st to Eay 1st.
~y purpose in not permitting a transfer of the license is two-fold.
Fzrst, m~ it is found there are too man~v_perm~ts mn the Cmyy, the number can be reduced as a
licensee ceases to do business. SeCond, ~ b elmeve the pe~mzts should not be sold at a profit.
In reference to all ta~xi permits, the following should be considered.
Allow a reasonable time for the holders of pez~mits to recoup the .~ount of their investments
and at the expiration of that time, offer the'~pe~aits ~ither singly or in g~oups to the high-
est bidders for periods of tD~ree or five years.~

Attached -

Suo2ect - Norfolk County Cabs located and now operating in the
newly annexed territory.

Alexander'.s.
