Barclay~ Acting City Manager and <br />City Attorney. <br /> <br /> Minutes of regular meeting held December 23rd, 1947, and called meeting <br />of December 29th, 1947, and called meeting of Jauua_~y 2nd, 1948, were read and approved. <br /> <br />The following connuunications from the Acting City }~mmager were read: <br /> <br /> 1st - "I am submittim~ herewith am ordinanbe covering taxes on real es- <br />tate, personal property and machinery and request it be adopted. The tax rate is the s~e as <br />the rate of the past year." <br /> <br />Gn motion of ~Jr.~eiseman, the following ordinance was placed on its first <br /> <br />reading: <br /> <br />"AN 0-RDINANCE IMPOSING AND COLLECTING TAXES ON BE.~L ESTATE, <br />TANGIBLE PERSONAL PROPERTYA~q) MACHLYERY, I~YITHIN THE L~ITS <br />OF THE CITY OF PORTSMOUTH, V1-R~IN!A, FOR TEB PURPOSE 0FRAIS- <br />ING REVENLqE FOR THE SUPPORT 0F THE GOVER~NT A_ND THE PUBLIC <br />FREE SCHOOLS A~ TO PAY INTEREST AND SIHq~ING PUND ON THE PUBLIC <br />DEBT FOR T~ YEAR BEGINNING JANUARY 1st, 1948." <br /> <br /> 2nd - "I am submitting herewith am_ ordinance relating to tax on bank <br />stock and recommend that same be adopted." <br /> <br />On motion of Mr. Barclay, the following ordinance was placed on its fimst <br /> <br />reading: <br /> <br />"AN OEDINANCE I~POSIT~G TAXES O~I SHARES OF STOCK OF <br />LOCATED IN TRE' CIT~_ OF PORTSMOUTH FOR ~5~7E 7fEAR 1948 AND <br />ABT~JALLY THW~TER, PIXING THE RATE ALE) REQUIRING THE <br />PAR%~ENT THEREOF, HEQUIRING CER~A~ REPORTS, AND PRESCRIBING <br />PENALTINS FOR THE VIOLATION THEKEOF." <br /> <br /> 3rd - "ih ave had a binder for fire insurance placed with Po~tsmouth <br />a~ents; represented by Welton, Duke ~ud Hawks, on the buildings in the annexed territory, as <br />follows: <br /> $25~000;00 on the two-storybrick fire engine house in Grove Park. <br /> 2~000~00 on the frame building adjacent thereto. <br /> 12,000.00 on the one-story frame Westhaven con~uunity house situated at <br /> 4310 County St." <br /> <br /> · On motion ordered filed. <br /> <br /> 4th - "The 1948 Annual ComPetence of bhe United StatesConf~rence of Mayor: <br />will be held at the ~kldorf~Astoria Hotel in New York City o~ Febrtm. ry 16th thr~ 18th." <br /> <br />On motion of Mr. Howard, the Mayor was authorized to attend said meeting. <br /> <br /> 5th - "The City Collector has received the sum of $344.04 as the City's <br />proportion of ~h8 ten per cent of the gross receipts from the Horse Show which was held at <br />the City Stadium. <br /> The sum of $1,000.00 was appropriated to provide temporary stab <br />ling for the horses. I believe that as tong as an admission is cha~ged to enter the stadium <br />and it is not free to ~he general public, no use sh~ll be made of it which will incu~ an ex <br />pense to the taxpayers.~ ~ <br /> <br />0nmotio~ ordered filed. <br /> <br /> 6th - "The City ordinance passed on November 9th, 1926 provides a speed <br />limit of twelve miles per hou~ for railroad trains. <br /> This will create a hardship on the railroads operating in the <br />recently armexed t~rritory and will tend to block the street crossing and thereby slow traf- <br />fic on the streets. <br /> As the important street crossings are protected either by a <br />watc~hman or signals, I believe it will be advisable to increase the speed limit, and I recom <br />mend the passage of the attached ordinance." <br /> <br /> On motion of ~. Fox, the following ordinance was placed on its first <br /> <br />readzng. <br /> <br />"Ali 0RD~IA~[CE AMENDI~IG AND RE-0EDAiNL~G SECTION 390 OF !~F~E CITY <br />CODE RELATinG TO TEE SPE~ Ah~D THE NUMBER OF CARS OF TRAINS <br />OPERATING UPON RAILROAD TRACKS." <br /> <br /> Er. Howard stated that the Belt Line Railroad Should.be requested to <br />place a watchman at Deep Creek Boulevard. <br /> <br /> 7th "Attached is a letter from H. A. Hunt, Superintendent of schools, <br />relative to arrangements made with the Norfolk County SchoolfBoa~d to instruct c_hild~en liv- <br />ing in the r~cently annexed territory. Indue time a special appropriation will be neces- <br />sary fo~ this purpose." <br /> <br /> <br />
