It was s~gested that <br />the City might well have operated the Eorse, Show itself, free to the public. Certainly, gen- <br />tlemen, you do not subscribe to that <br /> reason_ng. You surely recall.that, when you w~re peti - <br />tioned for the appropriation in question, it was agreed that the ~.rst year's~ow w~s not ex- <br />pected'to repay you~ investment in full.
