<br />the City's expenditure for the const~ction of stables at the ~unicipal Stadiuma nd the reve-
<br />nue it derived from the Junior Chamber's Horse Show of October SS-th. It was s~gested that
<br />the City might well have operated the Eorse, Show itself, free to the public. Certainly, gen-
<br />tlemen, you do not subscribe to that
<br /> reason_ng. You surely recall.that, when you w~re peti -
<br />tioned for the appropriation in question, it was agreed that the ~.rst year's~ow w~s not ex-
<br />pected'to repay you~ investment in full. However, rental at twice the rate usually paid was
<br />gladly at i~s ov~ suggest~on~ assumed by ~e Junzor Chamber. It ~=a then and zsy$~ bel~eve~

<br />~hat the city "take over" and freel~ admit the public% ~e are moved to note here, also, that
<br />the Junior C_h~ber, at its own expense, built stalls of more expensive construction which
<br />equal the number erected ,by the City.
<br /> The figures which the acting City E~ager made public could have easi-
<br />lymisled yeu canoeing the vastness of the u_udertakinE. Your appropriation and the revenue
<br />you derived would not nea~ly approximate the operating budget of ~etween $51,000, and $8,000.
<br />requiredby t~his project. Nor does this take into account an estimated 500man-hours of
<br />Jaycee labor.
<br /> It may be pointed out, too, that, at the suggestion of the Junior
<br />Chamber and pa~tiallyat-its expense, fire .insurance coverage ~as extended to cover the
<br />stalls cons t~uctedbythe City, those constru, ctedby the Juniom Chamber of Con~erce, and the
<br />north end- zone or left field bleachers as well,
<br /> We hope, gentlemen, that these statements of fact ~ill at least ps~ -
<br />tially eradicate the prejudice which the acting City ~anager, p~haps unwittingly~ created.
<br />~here is no doubt that the ~unior Chamber will continueworking in-close harmony ~ith the
