<br />lution amending the Building Program of April BSth, 194T in the following respect: In place
<br />of one building of ~0 rooms to be erected on the edge of Port Norfolk to provide fo~ both Port
<br />Norfolk and the neighboring ~unexed areas of ~aterview, Glensheallah, River Pa~k, a~ud Barlow
<br />Homes, it provides for t~o l~ room buildings, one in the annexed area amd cae in tdae Port
<br />Norfolk a~ea at an estimated cost for each of $540,000'~
<br /> The School Board also directed that the City Council be requested to
<br />give the Board authority t o proceed as soon as possible with the building progr~n presented to
<br />them as of April ~B th,~ 19~, and as~ amended February 8th, 19~8.
<br /> I am sure the City Council realizes the u~gency of a new building in
<br />the ~muexed territory, and that it v~lll grant immediate authority to t he School Board to
<br />ceed with this building: It is necessary that ~m'~e steps be tsken i f this building i~ to
<br />be ready by September, 19~9.~

<br />chief of which were the new heating plants in the Por~ Norfolk and Pinne~s Point schools.

<br />"2. ~) Due to the type of materials, etc. of the exterior of the buildir.~,
<br /> it would n~t be a desirable addition, in appearance, to any section of
<br /> the City, if same were erected.
<br /> (b) it is not constructed of fire-proof materials.
<br /> (c) The cost o~ removal, cleaning the present site, hauling smd re-
<br /> erecting, would be e~cessive for the structm~re the City would hava.
<br /> (d) Zt would be necessary to build a boiler house and Ikav~ish a
<br /> boiler for heating, etc. The present source of heat is supplied from
<br /> a central heating pl~t, no pa~t of w~hi~h is obtainable.
<br /> (e) ~aintenauce and operational costs of this building would be ex-
<br /> tre~e!y hig~h.

<br />Z am ~iting to give you information as to the loam of three snow-plows by His Honor, Horace
<br />H. Edwards, ~ayor of the City of Richmond.
<br /> On Tuesday, ~r. Edwards called me and s tared that the condition
<br />in his City would be cleared by the early afternoen and offered to render any assistance pos-
<br />sible. I talked with City Engineer Bergeron and he said he could use snow plows. Upon giv-
<br />ing this info,nation to ~ayor Edwards, he very promptly telephoned me about three-thirty that
<br />afternoon that three snow-plows were on their way, together ~rith two crews to operate them.
<br />Wile I have thanked Eayo~ Edwards personally, I feel that it is right ~md prope~ that the
<br />City should officially_recognize this very friendly and co-oDerative mo~e on the part of our
<br />distant neighbor and ± will apprecia~ if the Co~cil will adopt a suitable resolution extend-
<br />ing their tha_uks to ~ayor Edwards and the City o f Richmond.
<br /> The Engineering Department performed an excellent job in clear-
<br />ing the streets of snow and I feel that a spirit of co-operation was shown by ~ll employees,
<br />for which they should be conm~ended.
