The present seven cents (V~) bas~c ~are structure _n use on the <br />Comps.uy~ s bus system in the City of Portsmouth was e stablished rudder mu o rdinance v~nich be - <br />c~e a law on July 28th, 1926, regulating motor bus passenger 6r~sportation ~u the City of <br />Port,curb. <br /> It is a matter of co--on ~owledge that all costs incident to the <br />operation of the t~usportation system in the City of Portsmouth by this C~p~y a~d its pre- <br />decessor d~ing the last few ye~s have greatly increased. Illustrative of ~_is con~tion is <br />the fact that moto~ buse~ vfnich were p~c~sed by o~3 comply ~d placed in opemation in Pomts- <br />mouth during t~e ye~ 1947, ~cost the Comply $7,0VV.~ pe~ bus o~ 33% moms than comparable <br />eGuipment cost in 1940, the last pre-war ye~. Also~ operators' wages, which represent o~m <br />largest item of exoense- m~de~ the oresent contract wi~ the labo~ 9rg~iz~tion repmesentir~ <br />emoloyees, pmov~e for a top wage of ~l.14~ per hour, as comp~ed wzth a szmilar wage of 60~ <br />in-1940~ om ~ ingrease of <br /> Since the Portsmouth Tr~sit 'Comply acquired the transportation <br />system in this City, ~ree ye~s ago,on ~.p~il l, 19~5, the Compmuy ha~ made ? c~it~ e~endi-~ <br />t~,e for new equipment of approx~ately $100,000.00 ~d has been puttzng fo~zh every effort to <br />modernize the trmusportation system, but in order f6r the Company to be able to ~nish a mo- <br />dern amd a~equate transoor~atzo~ system ~ cee C~y, un~er preseno concztzons~ it is absolute- <br />ly necessary 2hat the z~res ce zno~eased ~o zhe e~tent propose ~ s is essential that the <br />Comply be reasonably assured of a reasonable retu~ on the fare value of its property devoted <br />to the publio~se~vice. <br /> The res~t of the Companyfs operation in the City of Po~outh,fo~ <br />the year 19~7 was that an altogether ~inadequate ret~n was e~ned, ~d, in view of the in - <br />creased !abo~, equipment, a~d ~terial costs ~d declining revenues, if present fares ~e con- <br />tinued, the Portsmouth Transit Comply ~ll suffer a substmutial loss d~o~ing the ye~w 19&8. <br /> ~ ~e prepared to give yo,~ Honorable Body, ~l pertinent informa- <br />tion required for favorable action on t~s ~en~z~ent, and we respectfully requsst that this <br />matter be given the e~liest possible consideration. <br /> Respectfully yours, <br /> <br />K.
