<br />ordinances of the City of Portsmouth to be revised, ~mended, and codified. Many of the ordinanc.
<br />es have been on your minute books for a number of years and they do not m~et the problems we
<br />facing today. Some of them were dra~e to parallel the State law~ order that Dhe City, rather
<br />than the State, would receive the benefit of fines imposed by the cou~ts for violations of the
<br />law covered by them. In mauy cases, the State law has been subsequen~ y changed, but such
<br />din~nces have not been amended to con£orm to such changes, and they are of no value ~hatsoever.
<br />I have had to dismDss a numbe~ of Cases in ~nich the City would have received revenue but fo~
<br />this fact.
<br /> It is almost impossible for me and others Charged with the resoonsibil-
<br />ity of interpreting and enforcing the City ordinances to know what ordinances are in e~istence.
<br />~r. Brinson and Mr. Barclay have been most helpful in finding the ordinances for me, but
<br />condition should not, and can not~ continue to exist, i repeat that z ~m confident that much
<br />revenue is lest for ~he City because of these conditions,

<br />communicate with Er. Kermit V. Roche, an attorney of Richmond, wh~ specializes in this service
