<br /> In trying to work out the request made by ~Lr. Hou~mton ~aich involves
<br />some slight adjustments to be made at the crossing at Caroline St. and the Atlantic Coast Line
<br />Railroad, just as soon as this crossir~ is ~widened to.enable the ~afety of ~wo vehicles passing
<br />each other, we will be able to enlarge the present Westhaven loop,
<br /> In reference to eliminating the p resenv soace stop system, we do no~
<br />feel that it is desirable to el'~zminate this system bec~se it will slow up the present schedules
<br />considerably ar.d the schedules in Portsmouth are very slow at the oresent time. The infrequenc~
<br />of stops for trar~zt servmce has a large bearzng on zts attractmveness and encouragement o f
<br />use. ~here£ore, m~ zs omr op_nmon that as many stops should be elmm~natem as posszble w~thout
<br />any v~dus inconvenience to transit riders.

<br /> "After ~eading several a~ticles that have been published in local
<br />newspapers regarding the~ ]~uilding program of~the Echodl Board, and also articles about the re-I
<br />cent rebuilding of the High School auditorium, and in view of the ~.~,~ediate construction of
<br />buildings by the School Board, there has bean much discussion about the conditions that have
<br />existed and now exist.
<br /> The Educational Co~mittee from the Portsmouth Central Labor Union
<br />has met with various groups of the Cit~, a~d we find the sentiments are un,a~ni,mous in o?.r r ecom~
<br />mendations. Tnerezore, we would like to offer for you~ study, and request thav some ~cvmon be
<br />taken to remedy this situation:
<br /> We feel that the School Board And vhe Faculty should devote their
<br />entire time to the educational progrs~ of the City Scho01~, as this is their chosen field of
<br />endeavor, and that the Gity ~ianag~er and City Engineer be given the responsibility of building,
<br />constructing, repairing, and mainten~uee of all school buildings, as well~s other public
<br />buildings that ~e city property.
<br /> It is our opinion that the Department of Engineering of the City ell
<br />Portsmouth is well prepared to give estimates, supervise, and oroperl, y co.nduct, the building
<br />program of the. city schools. ~ney have done an excellen~ job ~n engineering mn other respects
<br />and at present are building a server disposa"l plant ~that is of such magnitude that would assure l
<br />anyone of their responsibilities.
<br /> Also of importance is the fact that the City Council must appropri-
<br />ate the money for these buildings and most ass~edly should have some control as ~o the pro-
<br />per s_nd efficient handling of these funds.
<br /> In the past these various jobs, according to the irror~tionwe ha~e
<br />~ere not submitted for bids to other contractors of the City, nor to architects that are lo -
<br />cated in the City of Portsmouth.
<br /> In ~_ew of the conditions existing as stated above, w e pray. the
<br />~ayor and 'V~embers of the City Council will give this their iu~_ediate attention, in the hope
<br />that the taxpayers' n~oney will be used to the greatest possible ~enefit.
