<br />The City ~anager stated that he had reviewed the program as presented by
<br />the new school buildings and h~d reflected these costs based on ~oday's

<br />l~m~t on today's assessment zs $3,932,~98.00. Therefere, it wo~id be nec~
<br />sources of revenue in order to carry out this program er a major part of
<br />position to make a recommendation at a later date on this matter.

<br />The following letter was read:
<br />
<br /> "At a meeting of the Electoral Board of the City of Portsmouth, held on
<br />October 1nth, 19~, the unanimous decision was reached that immediate' measures are necessary
<br />to improve the registration machinery and election procedure in the City.
<br /> I. The recent rewriting of the registration books tmder order of the
<br />Court of Hustings, occasioned by the arn~exation~and changes in ward lines have brought into
<br />focus many deficiences, mistakes and omissions whichsre now- and will continue to be a source
<br />of confusion and embarTassment to the voting public, the officials at the polls and the Elec-
<br />toral Board.
<br /> There has been no purge of these books in the fourty-four years sincel
<br />t~e present Constitution of Virginia took effect and the Commission appoznted by the ou~t
<br />has made it clear to the El sctoral Board that no person o r gronp of persons is in position to
<br />locate and deteEnine the present status of a great number of the people whose names appear
<br />thereon.
<br /> Only the long loyal service and experience of the individual Regis-
<br />trars in their respective wards ~d precincts has prevented this matter from coming to a head
<br />before, but the condition now exists that it is impossible for new officials to take over the
<br />
