<br /> The Board feels that the only solution to the problem is a registration
<br />mmder Section 90A of the Code of Virginia.
<br /> II. The Board is further of the opinion that the benefits of a new
<br />istration a s above suggested, would be only temporary unless a General Registrar is appointed
<br />for the entire City who will be charged with the responsibility of maintaining the registration
<br />records-in proper order and supplying the electimu officials with authentic lists of the quali-
<br />fied voters in their respective precincts.
<br /> In a City of this size~ with s omc ~0,000 names on the registration
<br />books, it is most desirable that there be a central card file of the voters as well a s the book
<br />for eachw ard or precinct.
<br /> ~ith such a large electorate the public, is entitled to the set -
<br />vices of someone who can devote his full time to the study of the electim~ laws and regulations
<br />and intelligently handle the problems and inquiries of the voters as they arise. ~ne individua~
<br />members o£ the Board have been unable to supply t?~s need.
<br /> In addition to the maintenance of complete registration books in
<br />uniform manner, it is highly desirable that there be one central office for the transfer of
<br />voters and that there be a ~ifo~m application of the legal requirements f~r the registering
<br />new voters throughout the City.-
<br /> The general registrar system is now in effect in Richmond, Norfol~,
<br />Petersburg, Lynchburg, Roanoke and Ne~ort News,
