Phillips property, 450 feet along Columbia St., 120 feet deep, <br />from Residential Class C to ligh~ Industrial Class I." <br /> <br />The Chair opened the meeting to the public. <br /> <br />On motion of M~o Wilson, the action of the Zoning Commission was approved~ <br /> <br />The following matters were presented by the City ~anager: <br /> <br />the ~chool Board for <br />prices and estimates <br />and that ou~ bonding <br />essa~y to find other <br />it. I shall be in a <br /> <br />The City ~anager ~taped that he had Feviewed the program as presented by <br />the new school buildings and had refz~red these costs based on ~oday's <br />thap this entire construction prog~amwould cost approximatel~,372,000.0~ <br />l~m~t on today's assessment is $3,93~,~98.09. Therefore, it ~o~ld be nec~ <br />sources of revenue in order to c a~ry out th~s program or a major part of <br />posztmon to make a ~ecommendation at a later date on this matter. <br /> <br />The following letter was read: <br /> <br /> ~'At a meeting of the Electoral Board of the City of Portsmouth, held on <br />October 12th, 1948, the unanimous decision was reached that innuediate measures are necessary <br />to improve the registration machinery and election procedure in the City. <br /> I; The recent rewriting of the registration books under order of the <br />Court of Hustings, occasioned by the annexation.and changes in ward lines have brought into <br />focus many deficiences, mistakes and omissions which~e now and will continue to b e a source <br />of confusion~and embarrassment to the voting public, the officials at the polls and the Elec- <br />toral Board. <br /> There has been no purge of these books in the fourty-four years since <br />the present Constitution of Virginia took effect and the Co~mission appointed by the Cou~t <br />hasmade it clear to the Electoral Board that no person o r group of persons is in position to <br />locate and determine the present status of a great number of the people whose names appear <br />thereon. <br /> 0nly the long loyal service and experience of the individual Regis- <br />tra~s in their respective wa~ds and precincts has prevented this matter f~om coming to a head <br />before, but the condition now exists that it is impossible f0~ new officials to take over the <br /> <br /> <br />
