<br /> 2nd - "At-your last meeting, I stated that in my opinion, the total
<br />financial outlay for the School Building Program as set out b2 the School Board in.l~7,would
<br />require a total of $7,~00,000~00. I estimated that the Job_u Tyler School would cost $~10,000.
<br />and since that time, bids have been opened for the const~u~tion of this particular school and
<br />the School Board is requesting $808,000.00, which indicates that my estimate of these costs
<br />was not too far off.
<br /> I believe, in consideration of its need and importance, that
<br />the new high school sbould be built for the colored people at once and I estimate the cost of
<br />this building will be in the neighborhood of $1,~00,000e00~ This ~ilding and the John Tyler
<br />School will require a financial outlay of approximately $~,000,000~00 within the next twelve
<br />months. I believe also that some ~maller appropriations should be made immediately t o finance
<br />certain badly needed improvements and the reconditioning of some of the older school buildings
<br />te serve until the buildings can b? replaced.
<br /> ~mnce we are faced with such hea~y financial requirements for
<br />new school buildings, I recommend~that we consider some new s~urces of revenue with ~ich to
<br />take care of these financial obligations and I ~h~.vs attach sd hereto, an 0rdir~nce for your
<br />consideration which levies a 10~ tax on all Utilmtybills. ~nis tax is in effect and produces
<br />considerable revenue in Norfolk, Suffolk, Petersburg, Rice, mend, Lynchburg, Roanoke and Alex -
<br />andria, t do not think that it will cost more~ than $28.00 per year to the average family. Un-
<br />der the present volume of ~usiness done~by the utility companies i~ Ports~.outh,.the revenue
<br />would amount to something in excess of $280,000.00 per year. If this tax ms levmed and pro
<br />duces that ~mount of revenue, we could issue two and one half million dollars of school bonds
<br />with ten year maturities which would give us a low rate of interest and not burden o~ city
<br />with this debt over a long period of time."

<br />five for investigation and report, was adopted.

<br />1st Letter from N. ~. Hunt, Superintendent of Schools:
<br />
<br /> ~I ~m inclosing a copy of the letter directed to the City Council ask.
<br />lng that the Cpun~il appropriate $~0~,000. to cover the entire cost of the construction o f the~
<br />new John Tyler School. ~ais amouu~ includes $1~,000~ for that part of the landscaping c~t of
<br />this b~i~ing, made up of the cost of the concrete walks, curbs, and gutters, road bed and 15
<br />inch pipe .in the street. ~. Bergeron stated to me that the-City might be able to construct
<br />one or more of these items at an appeciable saving to~t~e City. If the City should agree to
<br />constructing ~_uy one of these items, the total amount would be reduced accordingly.
<br /> As I told you this morning, over the phone, the Board ex_oressed the
<br />desire that the City Council would not wait for a regular meeting of the City Council to take
<br />this matter up. I shall leave this request of theirs with you~~

<br /> The Board voted to award the contract to R.R. Richardson and Company
<br />with a base bid of $~,8~.~0 plus ~1,080. for an altez~nate item for wainscoting in the
<br />class.rooms, or a total of $~,~8~.00 subject ~o the necessary appropriation ~ the City
<br />Council. The Board voted to request an appropriation of $80~,000~00 from the Cmty Counczl to
<br />cover the general contractor's bid of $~,~8~.00, the ~Architect~.s fees, the furniture and
<br />equipment for the school, and a ~mall amount to provide for contingencies. The Board requests
<br />the City ounczl to make the nec~ssar~appropriation or to give the necessary authorization tel
<br />the School Board as soon a s possible mu order that the contractor may b e actually awarded the
<br />contract without delay. The contractor stat~s that the building should b e ready for occupaucy
<br />in September 1~9 if there are no unexpected delays from the delivery o f materials."
