<br />The following notice of zoning changes was read:

<br /> ~Pursuant to the provisions of the Zoning Ordinance, notice is hereby
<br />given that a public hearim4 will be held at 7:30 P.Mo, on Tuesday, November 23rd, 1948, in the
<br />Council Chamber in the M~icipal Building, Portsmouth, Virginia, for the purpose of altering
<br />zones and reclassifying the following property:
<br /> The rear 15 feet of lots 8 and 9 and all of lots 4, 5, 6~ 7, 22 and
<br />23 in Block B, Plat of M~lewood Pa~k; f~onts 124.4 feet on Gosport Road and extends back
<br />165.5 feet from Residential Class C to Commercial Class F,~

<br /> "In letter dated October 2~nd, 1948, the City of Suffolk, t~_~oughits
<br />~iayor, Honorable J. C. West III, has sought the opportunity to lease certain land lying adja-
<br />cent to Lake Kilby for the p~pose of establishing a nine-hole golf course and which land is
<br />owned by the City of Portsmouth. Your Committee, appointed to make the necessary investigation
<br />after viewing the property involved and meeting with ~f~yor ~¥est and members of his Couucil beg
<br />to~report:-
<br /> I - It is recommended that the City of Portsmouth lease to the City of Suffolk
<br /> certain land not to exceed one hundred acres (100 acres) lying adjacent to
<br /> Lake Kilby and nearest the ~este~n~ b~Un~a~y~of Portsmouth'City-~ater Depart-
<br /> ment owned property. ~ne exact boundaries to b e described when and i f the
<br /> said nine-hole golf course has been staked out.
<br /> B - That from the location above referred to there be reserved to the City o f
<br /> Portsmouth a strip two hundred feet (B00') in depth'and running along the
<br /> highway in anticipation o f future sale for possible r&sidential development.
<br /> 3 - That in order to justly protect the substantial cash outlay by the Cityof
<br /> Suffolk as will be required for a project of this nature, a lease be offered
<br /> for a period of twenty years with such renewable privilege and other neces-
<br /> sary te~ms as may be mutually agreeable to City Manager Ancell and City At-
<br /> to,ney Barclay as representing Portsmouth City and the proper authorities as
<br /> representing~Suffolk City.
<br /> 4 - That the rental or other charge against the City of Suffolk be such consider-
<br /> ation as to provide proper legal status.

<br /> 1st - ~Attached is a petition and plat from the Portsmouth Boat Club,
<br />requesting a permit to use certain land under water between the north end of Co~t and Middle
<br />Streets.
<br /> When the City acquired this land, it was subject to certain
<br />leases which have never been canceled.
<br /> I recon~end that permit be granted, upon the condition set
<br />forth in the petition o f the Portsmouth Bo~t Club and subject to the rights of the present
<br />lessees in portions of the property°"
