8rd - "The police !ockup of the City of Portz~outh was inspected by
<br />this Division on Nbvember 29th, 1948. A report on this inspection is submitted herewith. The
<br />improved condition of cleanliness in the lockup is noted with approval. The need for better
<br />lockup facilities can not be overemphasized; and it is hoped that they will be provided v~th
<br />the least possible delay.

<br /> Mr.B~ad~haw~tated that the Portsmouth Transit Company had increased
<br />bus service for Christmas holidays.
<br />
<br /> On motion of Mr. Howard, the following resolution was adopted:

<br /> "The City Attorney was directed to appear before the State Corporation
<br />Commission at the hearlng~to be held on the rate schedule filed for increase of fares on the
<br />Community Bus lines, and object to any fares being fixed by the Commission for service wholly
<br />within the corporate limits of the City o f Portsmouth."

<br /> The Committee appointed to consider the request of t?~ Portsmouth Re-
<br />development and Housing Authority to exchange certain land, submitted the following report and
<br />resolution: ~

<br /> "The Committee appointed to consider the request of the Portsmouth Re-
<br />development and Housing Authority £or the exchange of ceftin land to enable the Housing Au -
<br />thority to acquire a recreational building, respectfully report that we believe it will be to
<br />the advantage of the City to make the ezchange requested, and for the Cit~ to ~equire and keep
<br />open Col~bus Avenue as paved and opened by the Government from Randolph to South Street, and
<br />we recommend that the attached resolution be adopted to authorize the execution of a stipula? !
<br />tion to ter~iuate the GoveEament's use of the land, and that the attached deed of exchange wmt~
<br />Portsmouth Redevelopmen~ and Housing Authori~y be executed by the proper officers of the City.'

<br /> "Be it resolved by the Council of ~he City of Portsmouth, Virginia, that
<br />the stipulation submitted by A. R. Hanson, Director of Richmond Field Office of Housing and
<br />Home Finance Agency, Public Housing Administ~atlon, to be filed in Niscellaneeus Case Number
<br />68~V pending in the District Cour~ of the Unzted Sta~es for the Eastern D~st~zct of Virginia,
<br />Norfolk Division, under the style of U~ted~ States of America va. Certshin parcels of land in
<br />Norfolk County, State of Virginia, and Seaboard Air Line Railway et al, be and the same is
<br />hereby approved, aad that the sum of $~1e78 be accepted as just cmupensation for the use of
<br />the land of the City of Portsmouth taken in said proceedings, and all title and interest of th~
<br />United ~tates in said land be terminated as of November 28, 1948, including the utilities, and
<br />site improvements, and that the Government be released from any further restoration o r clear-
<br />ance of the premises described in the stipulation, and that the Nayor of the City be and he is
<br />hereby authorized to execute the said stipulation, on behalf of the City of Portsmouth and the
<br />City Clerk shall affix the seal o f the City theretoe"

<br />ed, and by the following vote:
