<br />letter signed by Dr. Johnson, President of the Portsmouth Medical Society, requesting that
<br />consideration be given to locating the new tuberculosis institutionw est of the El~abeth Ri-
<br />ver, at a location in or near Portsmouth, was handed to me yesterday by Mr. Fox,~yor of
<br />Portsmouth, and u~l~. Ancell, City Manager.
<br /> I explained to Er. Fox and ~r. Ancell that serious consideration wBs be-
<br />ing given to locating this institution on State-owned property about ten miles from Richmond.
<br />It is the consensus that this institution should be located near a medical center wbich,.t o a
<br />great extsnt, will solve the problem of medical perso~oel. Our experience has been that mt is
<br />much easier to meet the personnel needs, both medicalsnd other personnel necessary for the op-
<br />eration of a sanatorium, if the institution is located near a medical c enter.
<br /> ~ile I realize that there are several sites in Southeast Virginia ~hich
<br />would be suitable froma geograp~ica~ standpoint, it i~ be!iev~d that for~racticai purposes,
<br />it would be better for this instztutmon to be located mn the vicinity of nzc~h~.ond to the east.
<br />However, i appreciate very much indeed th~ interest of the City of Portsmouth m n the new sana-
<br />torium for negroes.

<br />the City Oo~cil and was being given Serious consideration by both the City ~ounci± and City
<br />~Nauager, it desired to inform the City Council that it would require not less than a year to
<br />study'and prepare plans for the two highs chool Buildings, the const~ction o f which had first
<br />place on t he School Building Program, and, therefore, to request the City~Council to consider
<br />the advisability of authorizing the School Bbard to proceed with the preparation of plans ar_d
<br />specifications for these buildings, and to ~uthorize the School Board to s elect and purchase
<br />the sites for the same.

<br />was a part of ~¥estern Branch Eagisterial District of Norfolk Co~ty
<br />was annexed to and became a part of the City of Portsmouth, and
<br /> VgEERW~AS, under the ~ws of the State of Virginia, the distribu-
<br />tion of a portion of the funds collected by the Alcoholic Beverage
<br />Control B.ard of the State of Virginia, and certain other f~ds
<br />of the State of Virginia are distri'buted among the Counties and
<br />Cities of the State according to the population sho~nm by the last
<br />United States official census; and
<br /> ~W. REAS, it is necessary to determine the population of s~id
<br />annexed territo~ at the time of taking the said census i.n 19~0,
<br />and the Board of Supervisors and the Counci~l of the City of Ports-
<br />mouth have determined and agreed that such population was thirty-
<br />five hundred inhabitants and that the distribution of the State
<br />f~m~ds should be made o'n this basis.
