Barclay, City At- <br />to,ney. <br /> <br />proved. <br /> <br />Minutes o f regular meeting h eld DeCember 28th, 1948, were read and ap <br /> <br /> The City Manager presented the following resolutions to bozTow money from <br />the four banks iu the City: The American National Bank, Merchants & Fail, ers B~ak, Citizens <br />Trust Company and the Bank of Virginia, as follows: <br /> <br />"Resolved that the City of Portsmouth borrow from the American Eatmonal <br />B~ak, PortsmSuth, Virginia, the sum Of Fifty Thousand Dollars($50,O00.00), <br />in anticipation of the collection of the revenues of the City for the cal- <br />endar year 1949; that the proper officers be autherized to make a note <br />or notes matttring at any time prior t o December 51st, 1949, and the reve- <br />nues of the City for the current year are pledged to the repayment of such <br />borrowing,m <br /> <br />~'Resolved, that the City of Portsmouth borrow from the Merchants and Farm- <br />ers Bank, Portsmouth, Virginia, the sum o f Fifty Thousand Dollars <br />($50,O00.O0), in anticipation of the collection of the revenues of the <br />City for ~he calendar year 1949; that the proper officers be authorized <br />to make a note or notes ma.fuming at any time prior to December $1st, 1949, <br />and the revenues of the City for the current year are pledged to the re- <br />payment of such borrowing." <br /> <br />"Resolved, that the City of Portsmouth borrow from the Citizens Trust <br />Company, Portsmouth, Virginia, the sum of Fifty Thousand Dollars, <br />($50,000.00), in anticipation of the collection of the revenues of the City <br />for the calendar year 1949; that the proper officers be authorized to <br />ma~e a nolte or notes maturing at any time prickle December 31~t, 1949, <br />and the revenues of the City for the current year are pledEed to the <br />payment of such bSrrowing." <br /> <br />"Resolved, that the City of Portsmouth borrow from the Bauk of Virginia, <br />Pertsmouth, Virginia, the sum of Fifty Thousand'Dollars,($50,O00~00~, in <br />anticipation of the collection of the revenues of the City for the calen- <br />dar year 1949; that the proper officers be a-Qthorized to m~e a not e or <br />note~ maturing at any time prior to December 31st, 1949, and the revenues <br />of ~e City for the current year are pledged to the repayment of such <br />borrowing.~ <br /> <br />0n motion o f Mr. Houghton~ said resolutions were adopted. <br /> <br /> The ~anager presented a tentative ~ontract with Nansemond County which wa <br />on motion, refe~ed to a committee of two from the Council, the City Manager, City Attorney <br />and the Superintendent of the Water Department. The Chair appointed Messrs. Sturtevant to layo n the table, was adopted. <br /> <br /> The City Manager presented two bills, ~ from Mr. Chandler Harper, for <br />labor at Glensheallah Golf course, both b ills amounting to $493.00. <br /> <br /> Motion of ~r. Grimes to pay said bills, was adopted. <br /> <br />~ne following ordinance, laid on t able ~util this meeting, was taken up: <br /> <br />"AN ORDINANCE I~IPOSING AND COLLECTING T A~XES ON REAL ESTATE, <br />TANGIBLE PF~RSONAL PROPERTY AND MACHINERY, WITHIN THE LIMITS <br />OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAIS- <br />ING HEVEh~E FOR TP~ SUPPORT OF TEE GOVERN~ENTANDTHE PUBLIC <br />F~ SCHOOLS AND TO PAY iNtEREST AND SINKING FUND ON THE PUBLIC <br />DEBT FOR THE YEAR BEGINNING JANUARY lst] 1949." <br /> <br />Motion of Mr. Howard to continue on table uutil next meeting, was adopted. <br />The following letter was read and on motion referred to the City Attorney: <br /> <br />"The Oommtumity Motor Bus Company has not paid any b us fees for the year <br />1948. <br /> Yours truly, <br /> <br /> L.
