About t we weeks ago the~e appeared in the col~s of the Portsmouth Star under the caption o f "01d Grouch" ~u article which severely criticized ~he city officials for the insanitary condition of the City dump wh~h is located on th~ west side of Shea's Terrace between Monroe and Washington Nards. "OLD GROUCH" said that raw garbage is being dumped there, thereby caus- ing a great stench which is very disagreeable to the residents of Shea's Terrace; ~hat in the summertime large ~varms of flies and vermin originate there and pester the neighborhood. This dump is almost continuously on fire, tensing clouds of smoke, which s~ttle in that section, thereby making living conditions very disagreeable. These fires~e usually started by the dumping of hot and burning ashes from the incineratore This is one time i am in complete agreement ~th the ~0!d G~ouch" and I welcome both his adverse and constructive criticism, ~ud I hope that some innuediate action will be take~ in order that the residents of Shea Terrace may be relieved of the obnoxious pest. I am suggesting that a competent employee of the Engineering Department be placed in charge of this D~ao with strict inj~uctions not to alIow the dumping of shy raw garbage or hot ashes! that a Sanitary inspector from the Health Department be required to make at least one inspection a day; that the F~re Department be required to put out any and all fires without having first to obtain permission from some higher-up," Motion of ~r. ~ilson that this matter be referred to the City ~anager, for investigation and report, was adopted, On mormon adjoBrned.
