The following letter was read, and on motion of ~Ir. Houghton, referred

<br /> "As Secret~ary of the Wilson Ward Civic Club, I have been instructed to
<br />i~aform you of the insanitary condition that exists in various sections of Wilson Ward. There
<br />are a considerable number of level areas with practically no d~ainage and during a prolonged
<br />wet season such as we experienced last winter and the past few months, the ground becomes
<br />saturated with water. The results are that the septic tanks will not drain, toilets overflow,
<br />and the liquid from bhe septic ta~uks mixes with the rain water above the ground, thereby opera~
<br />lng a condition that is a menace to the health of people living ~in these areas,

<br />disposal in this area, we, as a representative group of the residents of Wilson ~ard, do hereby
<br />request the members of the Portsmouth City Council to authorize an immediate survey of the ter-
<br />ritory of ~ilson~ard for the express p~mpose of extending the sewage syst~ into this area as
<br />soon as possible thereafter.

<br />not wish to be armexed by the City of Portsmouth but using sueh arguments as '~The People mn the
<br />suburban areas of Portsmouth did not have the~ proper police and fire protection, sewerage, etc.~
<br />the City won the annexation case. So we are now citizens of the City of Portsmouth and as such
<br />we want to b e good, loyal citizens, but we do not intend to be ignored or neglected. We are
<br />net criticizing the City mar~gement, we are not even going to inquire as to why the City of
<br />Portsmouth with its income from the Ferries and Water Depart~nt together with an average tax
<br />rate should be so deeply in debt, because we realize the present citymanagement is struggling
<br />under a burden that was accumulated th±rough t~he years by City fathers w~'ao were more interested
<br />in their pocketbooks than the future of the people of Portsmouth.
<br /> We wish to ir~orm you gentlemen that this problem o f sanitation
<br />drainage.is not new, we have had the same condition for several years and althoug~a repeatedly
<br />requested to do so, the County Authomities would take ~no ~action because of the impending annex-
<br />ation proceedings~
<br /> From information available in the ne~vspapers, I Understand that the
<br />present sewerage disposal system is financed by self-amortizing bonds which are ~o be liquidat.
<br />ed by fees collected from propertyo ~ners ~o use the system. Although the City is ~responsible
<br />for the amount borrowed it does not impose an.additional burdencm' the taxpayers so why not bor-
<br />row the additional ~mount necessary to extend t~e ~ewerage system into the annexed territory.
<br /> ~e do not want to add to the problems that confront the City a~auinistra
<br />tion but we feel that matters that affect the health of the citizens should take precedence
<br />over educational facilities, and we again earnestly request the members of the City Council to
<br />take immediate steps in this matter.

<br />High and Crawford Streets, stopped on High Street,near Crawford, for loading and unloading, an~
<br />so~ turned into mCra~ford Street, for l~ading-and unloading, which, at times, caused confusion.
