~nere have been several acoidents recently which have been caused by the <br />obscured vision of the operators. <br /> Therefore the Portsmouth C~tral L~bor Union is submitting for your cc~_- <br />sideration and hope .for its adoption the f o~lowing ordinance: <br /> <br />~An Ordinance. regulating the st~uding ~oom o f passengers on buses <br />in the City of ~ortsmouth, Va. <br /> <br />Be it ordained by the Council of the City of Portsmouth, Va., that <br />each passenger bus operatin~ on the streets o f the City ~f Portsmouth,~ <br />Va., under permits g ranted by the City Council of the City of Ports- <br />mouth, shall have a white line not less ~a~ ~ i~ches in width on the <br />floor thereof, plainly visible at all times, extending from ~tanchion <br />immediately behind operator to first stanchion on the opposite side <br />of bus, and there s.hall be posted ina ack-bus in a conspicuous place <br />in type easily legible a sign reading: ~Passengers must stand behind <br />white line~'. <br />"It shall be unlaw!~l for any passenger to stand between said white <br />line and the front of said bus ~hile said ~us is in motion. Any per- <br />son violating any provisions of this s action shall, upon conviction, <br />be fined not to exceed ~:~50~0 for eaah offense. Phill~os, real estate agent, <br />regarding the property owned by the Seaboard Airline Railway and located between Dinwiddie and <br />~shington Streets, as well as a ~rcel locate~ on Green S~reet. <br /> ~he p~operty zn questzon ~ s that which Nr. Bilisoly asked tha~ <br />I report back t o City Council on the advisability o f the Citypu~chasing this property f or <br />playgrounds - for both white aud colored children - they a re using these two sites at present <br />for those puri0eses. <br /> ~hese are the only available sites in this ward ~faich eau be <br />used for playgrounds." <br /> <br />Inclosure - <br /> <br /> "In confirmation cum several conversation~, it is suggested that the <br />seaboard Airline Railz~oad would at this. time be interested in the sale the two properties now <br />rented of them and need by the City of Portsmouth as playgrounds for the public. While ~ese <br />properties are well knovm to you, their location and description can b e had from the m~rkings <br />in color on the Seaboard maps previously handed you. <br /> Of the parcel lying between Dinwiddie and Washington Streets, your at- <br />tention is called to some small garages fronting alor~ the alle~ north o f and parallel to Haml~ <br />ton Place~ This land, as is shown on the map, is owned by the Seaboard, but the garage build - <br />ings are ova~ed by others. ~t~a$ is to say, in event of sale, the Seaboard's obligation would t~ <br />to convey the land only, the buildings being excluded from t he deed. The owners of the garages <br />are monthl~ten~ats of the land without leases. <br /> As to the price for the two parcels, the writer understands the Sea- <br />board's procedure in the sale of certain of its real e state is for its real estate agent to <br />in~,ite offers. Upon receipt, the offer is first considered by the real~tate agent 9ho, i n <br />~u~vn, with his recommendations, refers the matte~ to an executive officer for his final con- <br />sideration and disposition. <br /> In this partLcular instance,~the writer has reason to believe an of- <br />fer of $7,800.00 for the two Rarcels would be favorably recommended by the Real Estate agent <br />and an offer in lesser amount would not be favorably recommended. Should,7ou wish, the writer <br />would be pleased te submit an offar from the City to the Seaboard for its consideration." <br /> <br /> Motion of~. Bi!isoly that the City ~anager be authorized to purchas~ <br />said property and that an appropriation of $V,800.00 be placed on its first reading, was <br />adopted. <br /> <br /> The following letters from the City Attorney were read: <br /> <br /> 1st - "The City of Portsmouth became the purchaser of the following <br />property which was sold at public' auction in the City of Portsmouth s~it against Estella F. <br />Alexander et al. <br /> Lots 8, 7, 8, 9, 10, 5l and 5~ and parts of 29 and 50, plat of <br />H.L. Alexander, located at the south end of Court Street adjoining the City playground,for the <br />sum of $6,500.00. <br /> Eot 4 on the same pla~ for the stun~ f $300.00 <br /> Lot 61, plat of J.C. Taylor, for the sum of ~25.00. <br /> Lot at theno~theast corner of G~een and Q~een Streets, a d~oin. <br />lng the Health Center, for the sum of ~2,505.00. <br /> The total cost of the prop;rty is $9,150~00, and it is neces- <br />sary to obti n an appropriation fo~ that amount." <br /> <br /> Notion of Nr. Warren to place an appropriation of $~,150.00 for said <br />purpose, on first reading, was adopted. <br /> <br /> <br />
