Allen, Uhairman, Portsmouth-Norfolk <br />County Committee for the Disposition of Public Wa~ Housing: <br /> <br /> ~You will recall at the time of the approval of the finalr eport of the <br />Portsmouth-l~orfolk Cowmty 0ommittee for the Disposition of Public War Housing that report con- <br />tained the reco~nendation that Douglas Park be disposed of since it was "not required as a <br />part of the permmaent hob_sing supply of the cormuunity~'. Since the ap~r oval of that report in <br />June, 1945, the housing situation in this area has changed to the extent that a veterans hous- <br />ing problem h as developed particularly in connection with colored housing. <br /> in au effort to meet local housing needs and to p~rotect the best inter- <br />est of the community the Portsmouth Redevelopment and Housing Authority with the approval of <br />the Council, applied for Douglas Park with the intention of developing it for a low rent hous- <br />ing project wit~hin the Authority's program. Detail study by the Authority has indicated that <br />the improvements which would be required to place it on a permanent operating basis would be <br />so costly as to make the attainment of low rents completely impossible. <br /> On Hatch Blst, l~r. A.R. Hanson, Director of the Ric~n~ond Field Office <br />of the Public Housing Administration, wrote the local Disposition Committee advising that the <br />reservation for low rent housing had been cancelled by the ~gashington Office of pHA. This ac- <br />tion on the part of ~shington causes the original recommendation of the Disposition Committee <br />that of complete dispo'si~ion, t~o again become operable. ~¥e all recognize the need for retain- <br />ing Douglas Park in an improved state in this eo~nnnity. ¥~ith this view in mind. the Ports- <br />mouth-Norfolk County Co~nzttee for the D~sposztmon cz Publzc ~ar Houszng at thezr meetmng on <br />Tuesday, April 5th, 1949~ adopted the following resolution: <br /> '~q~EREAS, there exists a commit~ent on the part of the <br /> Un~ted t~tes =overonuent to remove Douglas Pa~k in its <br /> entirety from the area which commitment~ was strengthened by <br /> the final report of the Portsmouth-Norfolk County Committee <br /> for the Disposition of Pub_mc Wa~ Housmng mssued mn July~ 1945, <br /> which also recommended the total disposition of Douglas Park <br /> as not being required as a part of the permanent post-war hous- <br /> ing supply in this area; and <br /> V~EP~EAS, by reason o f the unexpected maintenance of a high <br /> popuim tion figure in the area complicated f~u~ther by the veter- <br /> ans housi~ug problems; and <br /> ~%~HEREAS, it now appears that all of the approximately VS0 <br /> units remaining in active status in Douglas Park will be re - <br /> q~ired as a part of the permanent post-war housing supply in <br /> this area. <br /> BE IT BESOLVED that the Portsmouth-Norfolk County Committee <br /> for the Disposition of Public War Housing urge the Council of the <br /> City of Portsmouth to indioate their willingness to release Pub- <br /> .lic Housin~ Administration. fram its c.ommitment to remove the units <br /> zn~ouglas ~ark if the pro~ect can be zmproved to assure the devel- <br /> opment of a single small-house character with an acceptable site <br /> _u~am to be approved by the Council; provided too, ~2aat the exterior <br /> of the units par~mcularly their present foundations,.be improved <br /> in accordance with pl~us to be approved by the Counczl, so that <br /> the houses may be sold to individual veters~s ~for their o~m occu- <br /> pancy~ and provided further, that the project shall be sold. in <br /> its entirety to the Portsmouth-Norfolk County Veterans nousmng <br /> Corporation, <br /> The Portsmouth-Norfolk Count~ Veterans Hous~gCo~poration <br /> is the same group w~i ch has already moved aud improved l?O of <br /> the Alexander Park houses, 6~ of which were adapted for negro <br /> houses in ~lest Truxton. The balance of the units being improved <br /> in the Highland-Biltmor8 section of Norfolk Cou~uty. This corpora- <br /> tion represents all of the vet~erans organizations of e~y standing <br /> in t~is area. In addition, two members of the City Council are <br /> members of its Board of Directors. ~here is inclosed a sample <br /> resolution as a suggestioH of t~he resolut~onwhich could be pre - <br /> sented to the Council for adoptmon. You-~all note that this reso- <br /> lution retains full control over the pla~ i n the development of <br /> the project in E~e hands of the Council.
