<br /> ~I am respectfully requesting your kind consideration relative to a
<br />pension~ by reason of the following facts.
<br /> On January 18~, 1937, ~r. C.F. Harper, then City~anager, by the word
<br />of letter and without the courtesy of a hearing, discharged me from the Fire Department for
<br />the ~ood of same (as he tezmued'it) after service ~_th the City over twenty-five years~ six-
<br />teen of which I served in the capacity of assistant chief of the Departm_,~ent.
<br /> Within the same month, in the same manner, and the same ~narge, he
<br />fired Chief R.A. Alexander. Later ca he oensioned ~nief Alexander at half pay. i was not given
<br />any consideration whatsoever by ~r. Harper. Several members of the Co~u~cil approached Mr. Har-
<br />per in my behalf, but they were shown n o consideration insofar a s I was concerned. I next made
<br />an appeal to the Police and ~ire CoFmaission for a heariflg s_ud after several days I was approada.
<br />ed by the Chairman of that body requesting that I withdraw my petition. I thought the matter
<br />over and after again having been contacted by the Chairanan ar_d having been given to the under-
<br />standing that he was representing ~ir. Harper and that in withdrawing my petition from the Com-
<br />mission that Mr. Harper would reLustate me in the D~partment with the rating of Captain. Rea -
<br />lizing that he wa~ in a better position to know the setup much better than I and fully believ-
<br />ing that his intention waste help me, i withdrew my petition. After waiting several days with-
<br />out hearing, i contacted ~. Harper onl~ to be told that he could do nothing at that time, but
<br />would keeo me' Lu the back o f his head..laving heard nothing from him since that time, I judge
<br />that I am-still back there.
<br /> On the E2nd of February, 1933, whim responding to a call (gas asphyx-
<br />iation case) to Port Norfolk, and while rtumuing west on High St., my car was struck by another
<br />car when cros~ing First Ave., practically demolimhing my car. In court sometime after I went
<br />back to work, I proved by four witnesses that the other car started out of First Ave., heading
<br />South when the amber light was showing in his face. I was injured at the time to the extent
<br />that I have never fully recovered from thee e injuries and continually have to seek medical
<br />relief. I have served under each City Eauager, until fired by Er. Harper, since the olan was
<br />first introduced in Portsmouth and have been told by each that my s ervices were efficient and
<br />outstsading.

<br />all but five Of the lots have~ already been purchased. ~. James J. Lowe, t~ough~is agent,
<br />~ir. H,E. HObertson, has agreed to sell lots l0 and l~ to the City for ~500.00, ~zch on to-
<br />day's market is a fair price for the property. I suggest that the offer be accepted by the
<br />City and the sum of $$00.00 be appropriated for the purchase of the land.~
