<br /> City Council questioned the City Mamager as to the necessity of do-
<br />ing this work as well as the economy in awarding it at the present time. Mr. Ancell intro -
<br />duced Mr. Fr~k Miller,-District V~agineer of the State Health Department, who explained to City
<br />Council that, due to the age of this Filter Plant smd the obsolete design of the facility, he
<br />conaidered it to be not entirely safe to produce drir_king water for our citizens. He felt tha~
<br />there might be a possibility of some of the raw water lines which pass through the clear all
<br /> ·nto ~he fmnzshed wa~er and thereb]~ creating sgme contamination
<br />finish water reservoir l~.a_~ing .... ' ~ ~ '
<br />and due to the fact that these pipes a~e submerged in the c~ar wate~ ~ese. vomr, it would be
<br />almost impossible to detect a leak if there was one.
<br /> W. Martin Johnson, Water Works Engineer with ~iley smd Wilson, ex-
<br />plained to City Council that this filter plant is so connected and located as to require a com-
<br />plete shut-down of this building to make repairs mad in that event, the City would b e faced
<br />with the rationing of water until the plant could be put back into service. He stated ~rther
<br />tlmat the concrete in the filter bed shows serious disintegration and, in his opinion, would not
<br />serve much longer without a breakdown. Ne stated further that the bid prices received for this
<br />work were well within the estimate and, in his opinio~ they were low, as compared to conszz~ac-
<br />tion orices and that the low bidder was less than one per cent under the ~d of the Virginia
<br />Engineering Company. He called Council's attention to the fact that if tb~s work was authoriz~
<br />~ediately, the plant could not be in production unt~il about September, 1950.
