~he following, communications from the City ~anager w ere received:

ist - ~ne ~uager read the following letter:

"Doubtless you are familiar with the fact that the Ohesapeake and
Potomac Telephone Company has oetitioned the State Corporation Commission for a third increase
in rates in the last three years. The increases just requested will add nearly four million
dollars a year, which is an amoo~t ~greater than either of the two previous increases already
granted. The case will be heard beginning June l~th before the State Corporation Commission.
Hon~ Leslie T. Fox, ~ayor of Portsmouth, President of the League,
realizi~_g the importance of this matter to the cities and to~ms, and their telephone users~has
appointed a committee to determine whether or not it seems advisable for the municipalities
jointly to intervene in this case. Your Cormmittee met in RicDnuond April i5th, a t wbi ch time
~the attached resolution was oassed.
- ~ne sub-co~_ittee referred to in t~e resoiut~on consists of W.
Guy Ancell, C~ty ~anager, Portsmouth; A. T. Lundberg, County lanager, Arlington; and Hon. Fred
R. Shepherd, ~ayor~ Colonial Heights. Your Committee has contact.sd savsral consultants,,pur -
sus~t to the re~olution, and from the replies received to da~e, it seems apparent that ~he pre+
liminary investigation, plus completion of a study to presen~ a protest before the Cormnission, t
can be aceomplmshed for not exceeding ten thousand doilars~
Your sub-committee has directed me to give these facts to yon,
to ask you to let me know as promptly as possible whether your m~unicipality desires to be rep~-
sented in this matter. Based on the assumption that municipalities with populations aggregat~
~seven hundred thousand might be interested, the cost to each municipality i s computed at 1.~
cents per capita, based on l~? population estimates. It is understood, of course, that any
amounts paid into this fund which are not expended in the telephone inquiry will b e refunded
at the cenclusion of the case to the cities and towns in proportion t o their respective pay
merits. If a su~"ficient n~uber of municipalities are not interested in going ~head with the
case, your com~ttee doubtless will be forced to vote against intervention.
Since~the time is short, ± shall apprecia~te it if you will let
me kaow what action, if any, your municipality desires to take in this matter. An early reply
is essential.
Very sincerely yours,
