January 14, 1997 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, January 14~ 1997, <br />there were present: <br /> <br /> Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas <br />Berm Ill, Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Councilman Pitts opened the meeting with prayer which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Pitts, and seconded 0y Mr. Martin, to approve the minutes of a <br />Called Meeting on December 16, 1996: a Called Meeting on December 17, 1996; a <br />Regular Meeting on December 17, 1996; and was adopted by unanimous vote. <br /> <br />97-04 - Presentations: <br /> <br />· Proclamation presented to Coach Joseph Langston and the members ofthe I. C. <br /> Norcom High School Football Team. <br /> <br />· Presentation of Hero Award to Joseph Brisson. <br /> <br />Presentation of special lapel pins to newly appointed Boards and Commissions <br />members. <br /> <br />- PUBLIC HEARING - <br /> <br />96-235 - Public Hearing on a rezoning: <br /> <br />(a) Z-96-05 <br /> <br />PORT NORFOLK AND MT. HERMON NE_IG_HBORHOODS - Rezon ng <br /> <br />application of the City of Portsmouth for consideration of a <br />comprehensive rezoning of portions of the above referenced <br />neighborhoods from Industrial (M-l) and Commercial (C-2) to Industrial <br />(M-l-R). The rezoning area is generally bounded on the east by an <br />alley behind the 700 and 800 blocks of Broad Street; on the south by <br />North and Portland Streets; on the west by Hamilton Avenue and <br />Douglas Avenue; and on the north by Hartford Street. <br /> <br />1. Gary Witherow, 642 Florida Avenue, spoke in opposition to the proposed <br />rezoning. <br /> <br />2. Lineta Witherow, 642 Florida Avenue, spoke in opposition to the proposed <br />rezoning. <br /> <br />3. Madalyn Morris-Grimes, 108 Florida Avenue, spoke in opposition to the proposed <br />rezoning. <br /> <br />4. Don Reed, 740/742 Broad Street, spoke in opposition to the proposed rezoning. <br /> <br /> Motion by Mr. Pitts to concur With the recommendation of the Planning Staff to <br />rezone the entire area to M-I-R failed dUe to a lack of a second. <br /> <br /> Motion by Mr. Benn, and seConded by Mr. Martin, to deny the <br />recommendation of the Planning Commission that Z-96-05 be approved, and was <br />adopted by the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Holley <br />Nays: Pitts <br />Abstained: Robinett - due to a business conflict with business owners. <br /> <br /> <br />
