January 14, 1997 At a Regular Meeting of the City Council held on Tuesday, January 14~ 1997, there were present: Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Berm Ill, Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. Councilman Pitts opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion of Mr. Pitts, and seconded 0y Mr. Martin, to approve the minutes of a Called Meeting on December 16, 1996: a Called Meeting on December 17, 1996; a Regular Meeting on December 17, 1996; and was adopted by unanimous vote. 97-04 - Presentations: · Proclamation presented to Coach Joseph Langston and the members ofthe I. C. Norcom High School Football Team. · Presentation of Hero Award to Joseph Brisson. Presentation of special lapel pins to newly appointed Boards and Commissions members. - PUBLIC HEARING - 96-235 - Public Hearing on a rezoning: (a) Z-96-05 PORT NORFOLK AND MT. HERMON NE_IG_HBORHOODS - Rezon ng application of the City of Portsmouth for consideration of a comprehensive rezoning of portions of the above referenced neighborhoods from Industrial (M-l) and Commercial (C-2) to Industrial (M-l-R). The rezoning area is generally bounded on the east by an alley behind the 700 and 800 blocks of Broad Street; on the south by North and Portland Streets; on the west by Hamilton Avenue and Douglas Avenue; and on the north by Hartford Street. 1. Gary Witherow, 642 Florida Avenue, spoke in opposition to the proposed rezoning. 2. Lineta Witherow, 642 Florida Avenue, spoke in opposition to the proposed rezoning. 3. Madalyn Morris-Grimes, 108 Florida Avenue, spoke in opposition to the proposed rezoning. 4. Don Reed, 740/742 Broad Street, spoke in opposition to the proposed rezoning. Motion by Mr. Pitts to concur With the recommendation of the Planning Staff to rezone the entire area to M-I-R failed dUe to a lack of a second. Motion by Mr. Benn, and seConded by Mr. Martin, to deny the recommendation of the Planning Commission that Z-96-05 be approved, and was adopted by the following vote: Ayes: Benn, Clemons, Griffin, Martin, Holley Nays: Pitts Abstained: Robinett - due to a business conflict with business owners.
