Barclay, City Attorney. <br /> <br />proved. <br /> <br />The President being absent, Vice President Wilson was in the Chair. <br /> <br />Minutes of regular-meeting held on July 26th, 19~9, were read and ap - <br /> <br /> The following communications from the City Manager were read: <br /> <br /> 1st - The Manager presented th~ following: <br /> <br /> "I wanted you and the City Council to know about the fine co-operation <br />which the Girl Scouts_received from ~g~. Frank Carley and h is men at City Park during the <br />Brownie and Scout Day Camps which were held a t City Park, June 29th through July 29th. <br /> Before time for camp to open, ~r. Carley had the rest room near the <br />Golf Club House cleaned and painted. Early each morning during camp the men swept thc.rest <br />room sad put in towels and tissue so that all our Camp Nurse had to do was put in soap <br />clean the lava$oryau~ toilet seats with a Lysol solution. Because of this help, the girls <br />took great pride in keeping the rest room clean. Also before ~:00 each mom ing, the men <br />swept the pavilion on the west side of the park. We used this building for our Camp Hall smd <br />the campers and staff sat on the floor for opening and closing program each day. <br /> Another help~ml service was the placir~ of garbage cans in e ach unit <br />at Camp Hall. These were filled by the campers each day but were always empty before camp the <br />next morning. <br /> $?e try to teach the girls to respect public property and to appreciate <br />their City Park. This training is more effective when the park is clean ever~y morning~ <br />Carley was~very co-operative~in assisti~gusin other details and in allowing us to use the <br />phone in emergencies. <br /> Sincerely yours, <br /> <br />Adah Brangan, Girl Scout Director.~' <br /> <br />Motion that the~ lettar be filed and copy sent to Mr, Carley, was adopted. <br /> <br /> 2nd - The ~anager presented a request from the Mayor asking that a Slum <br />Clearance Committee be appointed. <br /> <br /> Motion of~ Er. Houghton that such a committee be appointed, was adopted, <br />and the Y~yor appointed Messrs. Howard, ~ke and Weiseman on s aid committee. <br /> <br /> ~rd = "In further reference to the subject of collecting delinquent rea <br />estate taxes, I should like to state that I believe it is possible for the City Collector to <br />employ attorneys to do this work on a commission basis at the rate of 2~%. <br /> Of course, where it is necessary to take these cases to Court, <br />the Judge will set the fee which the Attorney will get for his services in these cases. <br /> It is ass~ed that the penalty a nd interest on these taxes will <br />about cover the lawyers' percentage. <br /> Trusting that this matter meets with y ours atlsfaction and that <br />you will authorize the-City Collector to proceed with this work, I am." <br /> <br />adopted. <br /> <br />Motion of Mr. Warren to concur in the Manager's r ecommendation, was <br />4th - The Manager presented the following letter: <br /> <br /> "We have a request f~om an oil company to lease a piece of Water Depart <br />ment property on the north side of State Highway No. ~8, approximately one thousand feet west <br />of the ravine at the spillway. This Compan~ wants to lease two hundred and fifty feet along <br />the ~ighway and railroad for a period of twenty years with the privilege of renewing at the <br />expiration of the twenty year period. ~e believe this property could be leased for six hun- <br />d~ed dollars ($800.00) per annum and the lessee agree to p ay taxes on land leased as well as <br />improvements. <br /> The leasing of this property would not be detrimental to our op?rations <br />and we recommend leasing this property if satisfactory terms can b e a~ranged. Duke to refer to a committee for investigation and re- <br />port, was adopted. <br /> <br /> 8th The City ~anager again brought up the subject of the proposed <br />survey and design for sewers in all ef the u~sewered annexed areas. He r cad the letter from <br />Greeley and Hansen containing certain proposals to do ~is work. Some members of City Council <br />expressed a desire to have other proposals submitted from Consulting Engir~ers to do this <br />and upon motion o f Mr. Bilisoly, the City ~nager was instructed to g et at least one other bid <br />for doing this work. <br /> 8th - The ~anager presented the following letter from the Superinten- <br />dent of Schools: <br /> <br /> <br />
