<br />Rye who stated that the Council, last year, adopted an ordinance in reference to sl0t machines
<br />and in the adoption o f the License Tax Ordinance for 1949, changed it back as it was. On mo -
<br />tion of ~. Howard, the following ordinance was placed on its first reading:

<br /> "I wish you would consider the following in regard to the curbing at
<br />533 H~rrison St., which is your property. The curb went dov~and broke my lead pipe which
<br />leads to the water meter. I called the ~ater Department and they advised me to get a plumber.
<br />I called a plumber and he showed me where the curb was the cause of the trouble. I had it
<br />paired and ?eceived a bill for $V6.46. i feel that you people, the City of Portsmouth, are
<br />responsible. Thank you -

<br />OF PORTSMOUTH IN THE PROCEEDINGS ~EFORE THE FEDERAL POWER
<br />C0~IMISSION RELATING TO THE ISSUANCE OF A CERTIFICATE OF' PUBLIC
<br />CONVENIENCE A~NECESSiTY TO G0~2~0I~EALTN NATLVRAL GAS~CORPORA-
<br />T!0N AND ITS SUPPLYING OF SUCH FOR DISTRIBUTION TO THE RESiDF~TS
<br />OF THE CiTY OF PORTSMOUTH, VIRGINIA.

<br /> WHEREAS, it has come to the attention of the Council of the City of
<br />Portsmouth, Virginia, that various applications have been filed with the Federal Power Commis-
<br />sion requesting permission to construct facilities to bring natural gas for distribution to
<br />the public in the City of Portsmoutho and
<br /> ~EREAS, the ounci~, by resolutio~ adopte~ on the 22nd day of June,
<br />1948, authorized the intervention of the City o f Portsmouth in support of the application of
<br />Commonwealth Natural Gas CorpOration to constFGct a gas transmission line to this City and
<br />has been, since the adoptionof said resolution, asked to reconsider the position it therein
<br />took, and
<br /> ¥~.EAS,.it further appears to the Council that the discontinuance of
<br />the manufacture of gas zn the Czty o f Portsmouth would be beneficial to saidresidents living
<br />· n clos~ proximity to the gas pl.a~? 9~ the Polts~outh Gas ompany, and particularly the n~te¢
<br />States ~aval Hospital, whose facilities are w~t~hin 300 Yards of said plant ~ud said institutic~
<br />and its patients are annoyed by the smoke and soot generated at said gas plant and have pro -
<br />tested the condition now existing, aud
<br /> ~N~I~REAS, it is deemed in the publi? interest that such physical c0ndiL
<br />tion be alleviated as soon as possible ~ud that the inhabitants of the City of Portsmouth ob-
<br />tain.the w~l!-recognize~ ~enefi~s of ~atural gas as promptly as possible; after due and matu~
<br />conszderati0n of the abilities of the several applicants above mentioned to bring about this
<br />desired result withtn~the shortes~ time possible, the Council of the City of Portsmouth is of
<br />the opinionan~ in furtherance of the purposes set forth in its said resolution adopted June
<br />22nd, 1948, that the support of the pending application of CommonWealth Natural Gas
<br />tion offers the bes~ possibilities 0£ promptly accomplishing these desirable ends,
<br /> NOW, TL~E~PJEFORE, BE IT RESOLVED by the Gottucil of the City o f ~ortsmout~
<br />that it reaffirms its position heretofore set forth ~n a resolution adopted on t he ~2nd day
<br />June, 1948, and in furtherance of its purposes, do hereby authorize the support of the appli-
<br />cation of Co~onwea!th'Natural Gas Corporation before the Federa~ Power Commission for autho-
<br />rity ~o construct a gas pipe line'to bring natural gas f~om Standardsville, Virginia. to
<br />~ortsmo~t~, Virginia, it befnE t~e considered op_'~lnion of said Counei~ that in join~.~ its sis-
<br />~er mun~c~Palitiesto be served by Com~monwealth ~atu~al Gas Corporation, ~t offers in the pub-
<br />lic interest, the best hope of bringing the benefits of natural gas to this City within the
<br />shortest period of time and ~he aIleviating o f the o bjectiona~le conditions with respect to
<br />the United States Naval Hospital and other nearby residents zn close p~oximity to the p~esen~
<br />gas plant.
