<br /> ~One of the major projects set up for study in the original program of
<br />this Commission was that for a possible turn_el cor~ue~ting the north and south shore areas of
<br />Hampton Roads. Beginning almost since the Co~mzss~on s inception, the study has been carried
<br />through the various stages; namely, collection cf inform~ation, supplementary survey a~ud exami-
<br />nation by the foremost t~nael engineering and construction authorities. To expedite the wo~k
<br />of the study, successive meetings were held with those agencies who would make final decisions
<br />principally the A~my, Navy, Highway Department and local governments, t o h ea~ the various per-
<br />iodical reports and ~o revise and guide the course of the s~udy teem early completion. Four
<br />possible locations for the prospective tur~uet were given consideration, as follows: The original on 01d Point to V~il~oughby

<br /> At the request of the Army and Navy in the second of the meetings
<br />above referred to. the Resell Engineers made a more detailed study o f the original conceived
<br />route, 01d Point-~mrt ~ool- ~illoughby. Their findings were reported by them in the third ~d
<br />last meeting held at the Chamberlir~ Hotel, December l~th, 19~9 to official representatives of
<br />the deciding agencies, leading financial, business and industrial leaders who were also pre-
<br />sent to hear this report. In this meeting all the ~ajor points in question being tentatively
<br />mutually agreed on, contingent of course, on subsequsnt findings and required revisions re
