<br />October 31st~, the Board info~ned the City Co~_ucit at that time that there would be need in
<br />January of $25,000. for advanced pa~nments on the new colored high school building for test
<br />ings, purchase of fill dirt, and for aPchitect~al services. The Board finds, h~vever, that it
<br />failed to make a final request for this amount and is now doing so."
