<br />River Tunnel Dmstrmct~, and

<br />VfHEREAS, said bill in Section 8 provides means of protection to
<br />the City of Port~mout~ and to the County of Norfolk against dimi-
<br />nution or loss of income to said City and County, resulting from
<br />the construction of a tunnelo r bridge, and
<br />
<br />WHEREAS, it is the concensus of opzn~on of the Co, remission of s aid
<br />District that there will be a substantial loss in the income of
<br />the City 5f Portsmouth and the County o f Norfolk resulting from
<br />the construction of su~n a tunnel or bridge
