On motion filed. <br /> Motion of Mr. Warren that the widow of ~.J. Pate be reimbursed money due <br />her from Police Pension F~nd and that an appropriation of $22.15 be made~ was adopted. <br /> The following petitions were presented: <br /> "We~ the undersigned residents residing in the vicinity identified as Kin <br />man Heights~ Wilson Ward~ in the City of P~tsmouth~ State of Virginia~ do hereby petition th <br />Honorable Council of said City for correction to deplorable condition of KingmanAvenue in <br />Wilson Ward~ extending from ming's Highway to Rodman Avenue in the Kingman Heights Section. <br /> ~is street is not s~faced and for appro~ximately the past one and one <br />half years it has been periodically sprayed with oil~ resulting in practically all of our be- <br />longines soiled by this oil. When wet~ it soils the inside s~d outside of our cars~ is car- <br />ried to our clothes and is~ naturally~ tracked into our homes. ~Jhen dried~ with every slight <br />breeze~ it is blown with the dust into our homes~ resulting in the soiling oF our household <br />furnishings~ especially rugs~ draperies and chairs~ <br /> We do not believe that our City Council wishes this condition to contin- <br />ue. We further believe that this section warrants hard-surfacing on the street referred to~ <br />and if not~ proper action should be taken to insure the discontinuance of the oractice of <br />spraying oil on the sur£ace~ <br /> <br /> (Si~ned) Carlton ~. Wilkins~ and numerous others." <br /> Motion of Mr. Houghton that the City Manager and City Engineer make a <br /> survey of the condition of KingmanAvenue and the cost of surfacing this. street and the north <br /> end of Darden Terrace~ north end of Colorado ~venue~ Greenway Drive~ Page ~treet~ ~ngusta ~ve. <br /> ~600 block of High ~t.~ Duke~ Scott and Race Sts.~ between Caroline and Louisa Aves.~ north <br /> end of Oregon ~venue~ north end of~oming ~ve.~ was adopted. <br /> Motion of ~. Howard that the City Manager investigate the co~t of te- <br /> en, facing the streets in Portsmouth which are in bad condition~ was adopted. <br /> Motion of M~. Gr~_mes that the City Manager be instructed to have_all <br /> the sidewalks in the City which have been uprooted by trees repaired~ was adopted. <br /> Motion of M~. Henderson that the City Manager cooler with Hone Porter <br /> Hardy~ Jr.~ relative to having a commemorative coin minted for the celebration of the 200th <br /> anniversary of the City of ~ortsmouth~ was adopted. <br /> <br /> Motion of ~. Sturtevant that the question of a public parking garage <br /> be referred to the Committee appointed to work with the Portsmouth Redevelopment and Housing <br /> Authority~ was adopted. <br /> <br /> Mr. Wilson presented thefollowing petition: <br /> <br /> "The petition of the subscribers~ citizens of Monroe Ward in the City <br /> of Portsmouth~ Va.~.res~ectfully showe~h: That the Portsmouth Transit Company now operating <br /> a bus line in the +icin~ty of Shea Terrace and known as the Sixth Ave. bus line have requested <br /> your Honorable Body for permission to mnite this line with the West Ps~k View line. Your pe- <br /> titioners pray t~t this permit ~ll be denied for the following reasons: <br /> let - The proposed route would carry them out of direct contact ~th the <br /> business section of the City end would require four or five minutes more to get downto~o <br /> 2nd - It would have to cross the Leckie St. Bridge which is quite dan- <br /> gerous during damp and rainy weather. <br /> ~rd - The left-hand turn off of 6th Ave° into narrow Glasgow St. will be <br /> dangerous and will cause traffic Jams~ all of which will be detrimental to good bus service. <br /> We respectfully request that your Honorable body will reject ~the request <br /> of the ?.T.C. and that this line will be allowed to remain as is. <br /> (Signed) Mrs .K.T.~illiams ~ N. 6th Ave. and nnmerous others" <br /> <br />adopted. <br /> <br />Motion of N~.
