Barclay, Gity Attorney. <br /> <br />Vice President Wilson in the Chair. <br /> <br />approved. <br /> <br />Minutes of the regular meeting held on ~y 2%th, 19%0 were read and <br /> <br /> Motion of ~m. Howard to suspend the rules and grant theprivitege of <br />the floor te Miss ~dah Brangan, who introduced Mrs, R.T. Etheridge, was adopted. Mrs. Ether- <br />idge spoke requesting additional toilet faciXities in the City Park for the Girl Scout Day <br />Camp. <br /> Motion of ~r. Houghton to appropriate $500~00 for said purpose, was <br />placed on its first reading. <br /> <br />The following letter was read: <br /> <br /> "The Planning ~ommission recommends that the Council close Butler St.~ <br />south of Ann St., as requested by the Beazley Fo~hdation." <br /> <br /> Motion of ~. Henderson to concur in the recommendation of the Plan- <br />ning Commission was adopted. <br /> <br />presented: <br /> <br />The following request for rezoning, referred from last meeting~ was <br /> <br /> ~ "~T~.? blg~ks b~u~.de~ by High St., Hamilton Ave., queen St,, and Vermont <br />Ave., from Two-Fami!ybw~e±±mng CLass ~ ~o ~o~ercial Claas G. The blocks bounded by Queen ~St. <br />H~m~lton Ave., Glasgow St.~ and Vermont Ave., from Two-Family Dwelling Class C to Light Indus- <br />trial Class I, except for a strip llB feet deep ~r=uing along Glasgow St. to remainTwo-Fam- <br />ilyDwe!ling Class C." <br /> <br />adopted. <br /> <br />Motion of Mr. Duke to refer back to the Planning Commission~ was <br /> <br />The following reports of the City Manager were read: <br /> <br /> 1 - "I am submitting herewith an agreement between the City of P~ts. <br />mouth, Virginia, .and the Trustees of the Park View Baptist Church for the use of a parcel or <br />tra~t of land adgacent to the Oak Grove Cemetery, to be used for recreational facilities and <br />I recommend that the proper authorities of the City be authorized to execute the agreement." <br /> <br /> Motion of P~. Warren to concur in the CitY Manager's recommendation <br />and that the proper officers be authorized to execute said agreement, was a~opted. <br /> <br /> 2nd - "I am submitting herewith a letter from the Retail Merchauts <br />Association which is self-explanatory and I recommend that the Council concur in the request <br />of the Portsmouth Retail Merchants Association." <br /> <br />IncI~sure - <br /> <br /> "At a regular meeting of Directors of the Portsmouth Retail Mer <br />chants ~ssociation held May 25th~ 19%0~ the following ~esolutionwas unanfwously.adopted, with <br />recommendation that the same be forwarded to the City~an~ger and the Ci~yCouncml of Ports - <br />mouth: <br /> WHEREAS, it is the cgnse~sus of the business world~ especially <br />sm~ll and large retailers~ that off-street parking ms absolutely necessary for continuation of <br />the present business sectmons where at 'present located~ and <br /> ~_J~EAS, the City of Portsmouth is sadly lacking in off-street <br />parking facilities, therefore - <br /> RESOLVE~ that we, the Portsmouth Retail Merchants Association re- <br />speetfully request the Honorable Cmty Couneit to appoint an Off- Street Parking Commission, <br />with sufficient power and authority to make such a study of the matter, and to recommend what <br />in their j~dgmentmaybe advisable to correct the present situation." <br /> <br /> Motion of N~r. Bilisoty that a committee be appointed to make a <br />study and survey of tP~ feasibility of acquiring a block er parcel of land for off-street <br />parking~ and that the City Mgnager and Chairman of the Plannimg Commission be members of this <br />C~mmitee; also that the Commmt~ee eonf~r with the Housing AuthOrity in regard to this matter~ <br />was adopted. <br /> <br /> The Chair appointed on said committee, Messrs. Bilisoly, Howard, <br />Duke~ the City Manager and the Chairman of the Planning Commission . <br /> <br /> 3rd - "t am submitting here%~th a letter from the Department ~ <br />Highways concerning Urban Federal Aid Funds. <br /> - I have a~vised t~?Highway Department to add this amours, to <br />similar allocations for m&tehing purposes for the Cmty of Portsmouth, the projects to be=e- <br />lected at a future d~te." <br /> <br /> <br />
