191 <br /> <br />Portsmouth Redevelopment and Housing ~uthority under <br />existing conditions to withdraw its application for the <br />transfer of this project, in order that the way may be <br />opem for acquisition by individual veterans or non-veterans <br />now occupying units in the project, groups of ~eterans or- <br />ganized on a mutual ownership or co-operative basis, or by <br />private organizations for middle-income housing; and <br />WHEREAS~ the Local Authority desiring to co-ooerate with <br />the City Council amd other interested organiz~tions~ with <br />the view of disposing of the said project, to the best'inter- <br />estand advantage of the City, <br />NOW, THEREFORE~ BE IT RESOLVEDby the Commissioners of the <br />Portsmouth Redevelopment and Housi~ ~.uthorlty~ that its <br />~pplication made to the Public Housing Administration for the <br />a~q~isition of Project VA~086, for use as a low-rent housing <br />pr~egt¥ be withdrawn in compliance with the request of the <br />Co~cit. <br />BE IT FURTHER RESOLVE9 that the Executive Director so advise <br />the Public Housing Administration and file with them a copy of <br />this resolution." <br /> <br />On motiOn of Mr. Duk% S~id recomme~E~ation was concurred in. <br /> <br /> 9th - "I am submitting the following letter from Mr. W.E. Mount, <br />Secretary of the Young Men's ClkristianAssociation: <br /> 'The Senior Board of Directors of the Young Men's Chris- <br /> tian Association, in regular meeting June 2.2nd, 19%0,dis- <br /> cussed rather thoroughly the lack of space mn the City for <br /> organized playground activity - in f act, the lack of space for <br /> informal neighborhood activity was noted in most areas. <br /> It is the recommendation of this body that the City give <br /> every consideration to the acquiring of acreages in the newer <br /> housing developments for playgrounds, baweball diamonds and <br /> field activity. It was the expressed thought of a number of <br /> our citizens that such land was no~ available but ~th in <br /> creased expansion of housing and industry it soon would dis- <br /> appear. It was further stated that industrial plants would <br /> be concerned about play areas R~well as other features in <br /> considering locating here. Survey ~nducted by Dr. Batchelor <br /> two years ago pointed out this need all too clearly. If it is <br /> practi~eal, areas in the nearby county sections should b e ac- <br /> quired in order that we have more parks and playgrounds in our <br /> general community. <br /> Praise was heard in the meeting for the proposed plan of <br /> establishing a golf course on what is now known as the City <br /> Farm. We appreciate your consideration of these matters and <br /> trust that the needs of our growing generation will b e given <br /> your constant consideration." <br /> <br />General <br /> <br />On motion filed. <br /> <br /> . lOth - "I was instructed to make a report on the purchase of the Har- <br />bor Court ~partments to be used by the City for office space. I have ascertained that ~e <br />o~ers will not selLfor less than$%0,O0©.00 and I have reached the conclusion that the lo- <br />cation is not suitable for our purpose, due t o the distance from the main business section of <br />the City and I do not recommend the purchase of this property." <br /> <br />On motion filed. ' <br /> <br /> llth - "i am submitting herewith reports frcm~the Director of the Di- <br />vision Of COrrections of the C~mmo~ealth of Virginia concerning tHeC~ty Jail and City loCk- <br />up in the City of POrtsmouth, Va." <br /> <br /> On motion filed. <br /> <br /> t2th - The City Manager presented a letter from the Bureau of Census, <br />relative to.the 19%0 census, giving the count as of April lst~ 19%0: Population 71~28~ <br />Dwelling anlts 21~009; Farms 26." <br /> <br />0nmotionfiled. <br /> <br /> 13th - "Iam submitting herewith an estimate of the cost of improvi~ <br />several streets withinthe city of Portsmouth as suggested by the members of City Co~ncil in <br />their respective wards. <br /> I recommend that a conference be held at which time the City Manager <br />and City Auditor will submit to the Council a detailed report of the revenue and expenses for <br />the first six months of the current budget year mnd the estimated revenues and eXPenses for <br />the remainder of this year in order that you may determinethe extent that you desire to ap - <br />propriate funds for street improvements. <br /> <br /> Motion of Mr. ~eiseman to e~ur~ in the recommendation of the City <br />Manager was~dOpted. <br /> <br /> l~th - "It has been brought to my attention that the City of Norfolk <br />has recen$1y passe~ an ordinance to oermit the sale of beer'and wine unti~ 12 midnight and <br />that the ~own of Vmrginia oeach has ~ecently adopted an ordinance requestzug the A.B.C.Board <br />to permit the sale of beer and wine until l:O0 A.M. <br /> <br /> <br />
