Wilson iR the Chair. <br /> <br />approved. <br /> <br />Minutes of the reg,~lar meeting held on June l~ths 1950 were read and <br /> <br />The following report of the Planning and Zoning Commission wes read: <br /> <br /> "Pursuant to the provisions of the Zoning 0rdinance~ notice is hereby <br />given that a public hearing will be held at ?:~0 P.M., on Tuesday~ June 27th~ 1950, in the <br />Court of Hustings Court Room~ Cour~ House Building~ Portsmouth, Virginia, for the purpose of <br />altering zones and reclassifying the following property: <br /> <br />1 <br /> <br />Lots 27 and 28, block 8~ Grove Park - the property <br />situated on Greenway Drive on the east side between <br />Race St. on the north and Augusta Ave. on the south - <br />80 x 1~7 feet, from Single Family ~¢elling Class B to <br />Two Family Dwelling Class C." <br /> <br /> "At the regular meeting of the Plan~uing and Zoning Commission~ he~d o~ <br />May ~lst, 1950, the Planning Comlamssmon approved the following application: <br /> <br />and <br /> <br />Lots 27 and 282 block 8~ Grove Park~ property situated <br />on Greenway Drmve on the ~st sides between Race St. on <br />the north and Augusta Ave. on the souths 80 x 1~7 feet, <br />from'Single-Family Dwelling Class C." <br /> <br /> Motion of Mr~ Houghton t$ concur in the recommendation of the PlannLng <br />Zoning Commission was adopted. <br /> <br />The following reports from the City M~uager were read: <br /> <br /> 1st - "I am submitting herewith contracts in duplicate between the <br />Elizabeth River Tunnel Commission and the City of Portsmouth, Virginia~ for diminution of <br />loss of income to said City resulting from the construction of the tunnel and I recommend th~ <br />the Mayor be authorized ~nd directed to e~ecute the Contracts on behalf of the City~ Ports- <br />mouth and that the City Clerk be authorized and directed to attest the same." <br /> <br /> Motion ef Mr. Grimes to Concur in the recommendation of theCity Manager <br />and that the proper officers be authorized to sign said agreements was adopted. <br /> <br /> 2nd - "I am submitting herewith a request from the Elizabeth River <br />Tunnel Cow~ssion for certain permits in connection with their coRstruction project and recom- <br />mend that the City Manager, through the office of the City Engineer and Superintendent of tim <br />~ater Department and-City Attorney~ be authorized to grant the permitss upon the Commission <br />submitting properly prepared plans and specifications of relocating all utilities and ether <br />structures on or within the City property." <br /> <br /> Motion of i~r. Howard to refer to the City Manager and City Atto~eywith <br />instructions to investigate and report to the City Council, with recommendation, was adopted. <br /> <br /> ~rd - ~ am attaching hereto a resolution relative to the City releas- <br />ing the Public Housing ~dministration from its commitment to remove Douglas Park, if certain <br />conditions were met~ and I recommend the adoption of the resolution." <br /> <br />Resolution - <br /> "~EtEBW&Ss the City Council at its meeting of April <br /> 12ths 1959~ indicated by resolution its willingness to release <br /> the Public Housing Administration from its commitment to remove <br /> Douglas Park if certain stated permanent improvements were made <br /> and if the project were sold in its entirety to the Portsmouth - <br /> Norfolk County Veterans Housing Corporation; amd <br /> .WHM~REA~s the Conoress of the United States has recently <br /> enacted Publmc law ~7%~ the Housing Act of I950~ which provides new <br /> methods for the disposition of public war housing~ including de- <br /> mountables~ similar to Douglas ParS; and <br /> WHERE&Ss the City Council of Portsmouth~ Virginias de- <br /> sires to protect the Negro housing supply of the City and at the same <br /> time assure the orotection of real property values in the City under <br /> the operation o~ Public LawS7%. <br /> BE IT RESOLVED that the City Co~ucil reaffirms its po- <br /> sition taken on April 122 19~9s in which it indicated its willing - <br /> ness to relieve the Publmc Housing Administration of its commitment <br /> to remove Douglas Park if certain stated per~anent improvements are <br /> made and the project sold in its entirety to the Portsmouth-Norfolk <br /> County Veterans Housing Corporation and toward the initiation of such <br /> action, the Council respectfully requests the Public Housing Admini- <br /> stration to redetermine the character of Douglas Park as provided in <br /> Section 60~ of the Housing Act of 1950." <br /> <br /> <br />
