Ayes: Bi!isoly: Duke: Henderson: H oughton~ Ho}~d~ <br /> St~rtevant: ~arren~ Weiseman~ Wilson <br /> Nays: None <br /> <br /> 6th - "Complying with your instructions at a recent conference of <br />the City Council~ I have purchased fou~ load-packer garbage trucks: four d~p body trucks~ <br />two cars for the Police Department and one crawler type tractor and recommend that the sum of <br />$~0:000.00 be placed on its first reading to be used in the pa~nent o-f this equipment s~d de- <br />livery." <br /> <br /> Motion of Mr. Houghton to o!ace an ~ppropr_atmon of $~0~000.00 for <br />said purpose on its first reading~ was adopted. <br /> <br /> 7th "Due to world conditions~ many of the municipalities over the <br />co, try are considering the re-establishment of local Civilian Defense organizations. I am of <br />the opinion that it would be advisable for the City of Portsmouth to give this matter consi- <br />deration and I recommend that s skeleton organization be set up along the lines of the Hopley <br />Report submitted in 0ctober~ 19~8. <br /> Due to the illness of the Mayor: if it is the desire of the <br />City Council~ I -~ll appoint a Director of Civilian Defense and direct that the Civilian De- <br />fense organizationb e set up for th~ City of Portsmouth." <br /> <br />Motion of Mr. Weiseman to concur in the recommendation of the City <br /> <br />Manager was adopted. <br /> <br />Mr. Wilson presented the following resolution: <br /> <br />"RESOLVED that any employee of the City of Portsmouth who may <br />be drafted: volunteer or by any other means become a member of <br />the United Sta~es Armed Forces shall upon his request to his <br />supervisor be granted an indefinite leave from P~s present po- <br />sition without pay and upon his discharge from the said Armed <br />Forces be returned to his former position provided his physical <br />condition will permit." <br /> <br />On motion of ~. Sturtevant~ said resolution was adopted. <br /> <br /> 8th - "I herewith submit an amendment to Section 307 of the Water <br />Ordinance and recommend that it be placed on its first reading." <br /> <br />reading~ was adopted: <br /> <br />Motion of Mr. Bilisoly to olace the following ordinance on its first <br /> <br />"AN 0RDINA~CE TO AMEt_~ ~AND RE-ORDAiN SUB-SECTION "D" OF SECTION <br /> 307 OF AN 0RDINAN~ ENTITLED 'AN 01~DII~CE TO AMEND AND RE-A~ND <br /> SECTIONS 306 to 329 I~CLUSIVE~ CHAPTF~R 21 OF _THE CITT CODE'~ <br /> ADOPTED JUNE 1~ 19207 RELATING TO WATER RATES." <br /> <br /> 9th - "The Chief of the Fire Department requested in his budget for <br />1~50 the sum of $1~000.00 for the purchase of a fire truck. It was determined ~t that time <br />that the truck was badly needed~ but due to insufficient funds~-it was necessary to postpone <br />the purchase of the truck. <br /> It is my intention to include the fire truck in the 1951 Bud- <br />get. It is oossible that all fire equipment may be frozen soon and I recommend that I be au - <br />thorized to ~lace a tentative order for the truck to be placed in the 195lBudget." <br /> <br />Motion of ~. Sturtevant to concur in the recommendation of the City <br /> <br />Manager was adopted. <br /> <br /> 10th - "In checking the records of the City of Portsmouth~ it has been <br />determined that there is a balance remaining in t he School Bond Fuud appropriated to the main- <br />tenance or repairs to school buildings in the sum of $3~857~67. Since this amount was not re- <br />quired to complete the job for which it was app~opriated~ I recommend that it be transferred <br />back to the General Fund." <br /> <br />B~ar t on and <br />$¥6 .oo be <br /> <br /> Motion o f Mr. Warren to concur in the recommendation of the City Man- <br />ager was adopted. <br /> <br /> llth - "I am submitting herewith a request, for retirement of L.B. <br /> concur in the recommendation of the-Retirement Board and recommend that the sum of <br /> placed on its first reading to be appropriated to the Retirement Fund." <br /> <br /> Motion of Mr. Houghton to place an appropriation of $462.00 for said <br />purpose on its first reading~ was adopted. <br /> <br /> 12th - "I am submitting herewith a copy of the annual audit of the <br />accounts of the City of Portsmouth~ Virginia for the fiscal year ending December 31st~ 19~9~ <br />prepared by Frederick B. Hill and Compauy~ Certified Public Accountants of Nor~olk~ Virginia." <br /> <br />On motion filed. <br /> <br /> Motion of Mr. Ho~.~rd that the City Council join the Portsmouth Cham- <br />ber of Commerce and the City of Norfolk in opposing the removal of the Chesapeake & Ohio SteaE <br />er between Portsmouth and New, port News~ was adopted. <br /> <br /> <br />
