B~rclay~ City Attorney. <br /> <br />Vice President Wilson in the Chair. <br /> <br />Minutes of regular meeting held on July 2~th~ 19~0 were read and ap - <br /> <br />The following letter from the~ Planning and Zoning Con~nission was read: <br /> <br /> "At a meeting of the Planning and Zoning Co~i§sion held on Thursday~ <br />August 3rd~ 19~0~ the e~osing of Nelson Street~ betwe~a 1920 and 2000 Elm Avenue~ as requested <br />by the City Council~ was considered. <br /> The Planuing Commission recommends that this portion of Nelson Street <br />be closed." <br /> <br /> Motion of Mr. Weiseman to approve the recommendation of the Planning <br />Commission was adopted. <br /> <br /> Mr. Sturtevant~ reporting for the Committee aooointed to consider the <br />placing of masuleums in Olive Brauch Cemetery~ made the following reCOmmendation: That ori- <br />vate mausoleums be allowed in Olive Branch Cemetery. ~ <br /> <br />was adopted. <br /> <br />Motion of Mr. Houghton to concur ir_ the recommendation of the Committe~ <br /> <br />The fol!o~ng reports from the City Manager were read: <br /> <br /> 1st - "I am submitting herewith a Resolution from the Sinking Fund Co~ <br />mission concerning the City bonds that will mature during the year 19~I. I recoD~end that the <br />City Cou~ci! authorize and direct the Ci~yAttorney to oreoe~e a Bond Ordinance providing for <br />the refunding of the bonds referred to in the resolutiSn hereto attached and that the City <br />Manager and such other City officials as are necessary~ make a trip to New York to confer with <br />the bond attorneys and bsm~king houses and the Moody's Investors Service Incorporated~ with <br />reference to the preparation and sale of these bonds.~ <br /> <br />ger was adopted. <br /> <br />Motion of ~ir. Howard to concur in the recommendation of the City Mana- <br /> <br /> 2nd - "I am submitting here~.~th a resolution directing the City Mana- <br />ger to execute a contract cfi behalf of the City of Portsmouth with the United States of Ameri- <br />ca terminating the use and occupation of certain lands kno~m~ the City Farm on which is locat. <br />ed certain buildings. I recommend that i be authorized to execute the contract. <br /> <br />Resolution <br /> <br />"Be it Resolved by the Council of the City of Portsmouth~ <br />Virginia: that the contract between the United States of America <br />and the City of Portsmouth~ bearing date on the ninth day of <br />August~ 19~0, for the termination of the use and occuoation by <br />the United States of .a~eric~ of the land set forth in said agree- <br />ment: and for the purchase of the "Recreation Building" located <br />on said premises~ be and the same is hereby approved and the City <br />Mamager is hereby authorized to execute said contract on behalf <br />of the City of Portsmouth~ with the seal of the City affixed: at- <br />tested by the City Clerk." <br /> <br /> Motion of ~. Houghton that the City Manager be authorized to sign the <br />contract~ was adopted. <br /> <br /> 3rd "The question of pumchasing the Keon lots which are located near <br />the Grove Park Fire Station: was referred to me for action. <br /> I beg to report that s~ agreement for the lots in~e sum of <br />$!~!00.00 was reached and I reco~nend that ~u appropriation in this amount be placed on its <br />first reading for the payment of these lots." <br /> <br /> Motion of Mr. Houghton to place an appropriation of $i~I00.00 for said <br />p~pose on its first reading~ was adopted. <br /> <br /> ~th - "I am submitting herewith letters received from the Hon. Porter <br />Hardy~ Jr.~ Congressman from the Second District of Virginia~ concerning your request for the <br />issuance of an anniversary coin or stamp commemorating the 200th ~universary of the City of <br />Portsmouth,' <br /> <br />On motion filed. <br /> <br /> ~th - "I ~m submmtt~_mg herewith a letter received fro~ A.R. Hanson~ <br />Director of the Richmond Field Office of the~uo_mc' ~ ' Housing ~dministration~ concerning the <br />disposition of certain Federal Housing Projects in and near the Ci~ of Portsmouth~ Virginia." <br /> <br />On motion _mled. <br /> <br /> <br />
