One of the majo~ <br />tooics of discussion~ of course~ will be the whole ~roblem of civilian defense. O~her important <br />ma%rets on the tentative program to date include topics on how to organize~ staff~ and finance <br />the many and varied activities of municipalities. <br /> The conference program w~ll be made up almost entirely from sug - <br />gestions sent in by the mamgers who will attend the meeting.
