Wilson.~ Councilman from Monroe Ward James N. Howard~ Councilman from Washington ~ard Carl C. Houghton~Jr.~ Councilman from Wilson Ward C. E. Warren~ Councilman from Madison Ward R. Irvine Smith~ Councilman from Marshall Ward The Clerk called for nominations for a temporary chairman. Mr. Howard nominated Mr. Pearle J. Wilson. There being no other nominations~ Mr. Wilson was eiected temporary Chairman. Motion of Mr.Welseman' ' to go into the election of a Vice President of the Council~ was adopted. dent ~ Mr. Warren nominated Mr. Wilson for Vice President of theCoe~cil. There being no other nominat~ons~ Mr. Wilson was elected Vice Presi - and by the following vote: Ayes: Bilisoly~ Duke~ Houghton~ Howard~ . Warren~ Weiseman~ Wilson Nays: None Smith~ Sturtevant~ Motion of Mr. Weisemau that the Clerk cast a unanimous vote for Mr. Wilson for Vice President of the Council was adopted. Mr. Wilson made the followir~ remarks: "I want to thank you for the high honor that you have conferred upon me tonight~bel_eve with age honors are more greatly appreciated. With years a richer life begins - the spirit mellows - ripe age gives tone to violins~ wines and good fellows. Last week I read in the ~'Pathfinder" about an old man seventy-two years old who had been ~ntenced to the electric chair for murder. He mid ~'It's all right with me - men of my age have nothing to lookforward to exceot a rocking chair and a newspaper. I disagree with him if age is his handicao - I have reached that age and am looking ~orward to m~uy things other than a rocking chair~and a newspaper. Because life is sweet~ not because of the friends we have made nor the things which in common we share. We want to live on~ not because of. ourselves~ but because of the people who care. It's giving and doing for somebody else~ on ~hat all life's solendor depends~ but the joy of this world~ben you sum~ all up - is found~e making cf friends. · In accepting this offic% I am mindful of the fact that there are many duties and responsibilities attached theret% but with the same wholehearted co-operation which you have given me and others during the pa st fourteen years~ I feel sure that I will be able to fill this office with honor to the City and credit to myself.~' approved. Minutes of the regular meeting held August 27th~ 19gO were read and The following letters from the City Manager were read: let - "I am attaching a list of amounts of fees due attorneys for collecting delinquent taxes and recommending that an appropriation of $2~261.03 fom~payment of said fees be placed on its first reading tonight." Motion o f Mr. Houghton to Place an appropriation of $2:261,03 for said purpose on its first mading~ was adopted. 2n~- "Attached is a contract with the United States Government and the City of Portsmouth for treatment of sewage at the Enlisted Men's Barracks~ George Washing- ton Highway and Pine Street~ Portsmouth. I recommend that the City Manager be authorized to execute the contract." ~ Motion of ¥~. Yei~eman that the City Manager be authorized to execute the contract~ was adopted. 3rd - "I am submitting herewith a~'deed of dedication and agreement covering proposed railroad crossing at Hartford St.~ and reco~end that the City Manager be au- thorized to axecute the cohtract in lieu of the Mayor~ due to his illness." Motion cfP~. Howard that the City Manager be authorized to sign the deed~ was adopted. Motion of Mr. Howard that the City ~nager be instructed to ~ite the Atlantic Coast Line Railroad that if there are to be any delays in the construction of the new
