Johnson~Jr.: <br />City Clerk & Auditor."' <br /> <br />No one spoke in reference to the notice. <br /> <br />The follo~_ng reD0rts from the City Manager ~re read: <br /> <br /> !st - "I present here%~th a orooosed Budget on its second mading for the <br />operation of the City Government of the City of~Po~tsmouth~ Va.~ for the six months per~od <br />which %~ll end Jme 30th, 19~l~ and recommend its approval." <br /> <br /> 0n motion of Mr. Warren~ the budget for the first six months of 19~1~ which <br />was olaced on its f~rst reading on October 2~th~ 19~0, was adopted and by the following vote: <br /> <br /> Ayes: Duke~ Bilisoly~Grimes~ Houghton~ Howard~ Sturtevant, Warren~ <br /> <br /> Nays: Smith~ Weiseman~ Wilson <br /> "AN GRDINANCE 0FBUDGET ~CEIPTS AND EXPENSES FOR THE FIRST <br /> SIX~MONTHS OF 19~1" <br /> <br /> 2nd - "In the proposed budget for the first six months of 19~1 there are <br />no orovisions for increase in salaries for City employees. In order to raise salaries of <br />cit~ employees, it will be necessary fo find a new source of revenue. I recommend tbmt a tax <br />of two cents per package be placed on the sale of cigarettes." <br /> <br />this matter, <br /> <br />On motion~ rules were suspended to hear from anyone who wished to speak on <br /> <br /> The fo!lo~ng were heard: J.A. HUndley: Allen Eckstein, Miss Stovall~ <br />Carson, RalphCohen. <br /> <br /> Motion of Mr. Howard to refer to a special-conference of the Council to be <br />held on December 2Oth~ at 6:30 P.M., was adopted. ~ . <br /> <br />3rd - '~I submit herewith ~u ordinance to approve the sale of $9~0~000.00 <br /> <br /> <br />
