<br />At the regular meeting of the City Council held-on February 27th, 195t, there were
<br />
<br />present:

<br />Fred A. Duke, Frank N. Bilisely, Jr., George L. Grimes, Carl C. Houghton, Jr.,
<br />James N. Howard, R. Irvine Smith, E. Robie Sturtevant, C. E. Warren,°Pearle J.
<br />Wilson, Ii G. Vass, City Manager, and R. C. Barclay, City Attorney.
<br />
<br /> Minutes of the regular meeting of February 13th, 1951 and the called meeting of Feb-
<br />ruary 2Oth, 1951 were read end approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 1st - "The question of a request of the West Park View Garden Club for the City Coun-
<br />cil to make a contribution towards the cost of constr~ction of the '5~ar Memorial Building" was referred to the
<br />City Attorney and m~self for a report. The City Attorney advises me that under Section 32-134 of the Cede of
<br />Virginia, the City can not legally appropriate money for this purpose."
<br />
<br />On motion filed.
<br />
<br /> 2nd - "I have been advised by Mr. R.E. Hawks of the firm of Welton, Duke and Hawks,
<br />Incorporated, as follows: 'We wish to call your attention to the fact that the Seventy-Five Percent Co-Insurance
<br />Clause is applicable to item No. 26 fire headquarters on Effingham and Nobth Streets. We are of the opinion that
<br />it would cost considerably more to build this building today than it did when it was actually built and we wonder
<br />whether the amount of insurance is sufficient to comply with the Seventy-Five Per Cent Co-Insurance Clause.' . ~
<br /> In my opinion, a survey and appraisal should be made of all City-owned building~
<br />to ascertain if a sufficient amount of insurance is being carried on Citybuildings."
<br />
<br /> Motion of Mr. Bilisolythat a survey of appraisals be made of all city-owned buildings
<br />to ascertain if a sufficient amount of insurance is being carried on city buildings, was adopted.
<br />
<br />adding the following:
<br />
<br />3rd - "I recomend that the Budget for the year ending June 30th, 1951 be amended by
<br />
<br /> Estimated miscellaneous income from permit to
<br /> construct water and s~wer ditches ~n Middle St. $ 2,769.00
<br />
<br />Damage to Stadium Wall
<br />
<br />130.00
<br />
<br />Damage to Cemetery fence
<br />
<br />i also recommend that appropriations be made as follows:
<br />
<br />Street Eclair Materials Function #403
<br />Item 319 --- Credit $ 2,769.00
<br />Repairs to Stadium 130.00
<br />Repairs to Cemetery Wall 160.00
<br /> $ 3,059.00."
<br />
<br /> Motion of Mr. Houghton to appropriate $3,059.00 for said purpose, was adopted.
<br />
<br /> 4th - The City Manager stated that the City Cede had been submitted in galley-proof fo~
<br />&nd he wished to know if the Council preferred reviewing the Code before it was published.
<br />
<br />Motion of Mr. Houghton that the preparation of the Code be referred to the City N~uager
<br />
<br />was adopted.
<br />
<br />UNFINISHED BUSINESS -
<br />
<br />The following ordinance placed on its first reading at the last meeting was taken up and
<br />
<br />read:
<br />
<br />"AN OBDINANCE TO AMEND AND RE-OHDAIN EXHIBIT 'A' ATTACHED TO AND MADE
<br />A PART THEREOF, AN CRDINANCE ADOPTED BY THE COUNCIL CF THE CITY OF
<br />PORTSMOUTH ON JUEY 28, 1926, ENTITLED ' AN ORDINANCE TO REGULATE MOTOR
<br />BUS PASSENGER TRANSPORTATION IN THE CITY OFPORTSEOUTH' AND THE ~/~E~D-
<br />EENTS THEREOF."
<br />
<br />On motion of Mr. Grimes, said ordinance was adopted and by the following vote:

<br />NEW BUSINESS
<br />
<br />The following letter from the City Attorney was read:
<br />
<br /> "In reference to the attached petition of George Salas for the relief of taxes, I find
<br />that there was no building on the land in question. A building permit was issued in 19~l but the building was not
<br />constractedand the Assessors omitted the building when the re-assessment was made in1946. The following taxes,
<br />with interest and penalties, charged ag$inst a building on lot 20 block 38 E.S. Airline Avenue, should be re -
<br />lieved: 1942 in name of T.Y. Bennett, $25.00, 1943, 19~4, 1945 and 1946 in the name of George Salas, $25.00 for
<br />each year."
<br /> Attached - "I request that I be relieved of the taxes assessed against a building designated as
<br />Airline Avenue, Portsmouth, Va., on 1St 20 in hloc~ 38 on the plat of Prentis Park. I was assessed for a buildin
<br />on this lot in the amount of $1,0CO.00 for the years 1942 through 1946, both inclusive, but there was never any
