At a regular meeting of the City Council, held on March 13th, 1951, there were present:

<br /> Minutes of regular meeting held on February 27th, i951 were read and approved.
<br />
<br /> The following Letter from the Planning and Zoning Commission was read:
<br />
<br />"Reference is made to the request of the Beazley Foundation, Iuc., in co~uection with
<br />the closing of Bart Street, between Middle and Court Streets, that was referred to this body on February 13,1951.
<br /> The Planning and Zoning Commission after discussion and consideration, feels that it
<br />would be hotter to defer this request for ~a while. It will be a year or more before the tunnel is completed and
<br />after that time the swimming pool and playground a rea willhave to be developed. During this time there may be a
<br />change in plans and it may work out that it will not be desirable to Close the street.
<br /> The Commission feels reasonably sure that there will be opposition to cl$siug Bart St.,
<br />by the adjacent property owners. They are therefore asking that this matter be held in abeyance until the Comple-
<br />tion of the tunnel, at which time it will be. given careful consideration.,,

<br /> The following reports of the City Manager were read:
<br />
<br /> 1st - "I submit herewith a letter from A. E. Parker, to which is attached letters from
<br /> H. F. Vaughn, ~L~nager of the Portsmouth Coal and Ice Company, requesting a refund of taxes in the sum of $312.50
<br /> due to erroneous assessment, and a letter ~rom L. E. Turlington, regarding same. This is submitted for your
<br /> consideration. I recommend that this matter be referred to the City Attorney for $ report."

<br /> ~tion of Mr. Grimes to refer to the City Attorney was adopted.
<br />
<br /> 2nd ~ "I am submitting herewith an estimate of the cost of the construction of a six
<br />foot sidewalk on the west side of Chestnut St., north from Lincoln St., to Clifford St., a distance of 2300 lineal
<br />feet - estlmated cost $4,031.00.
<br /> The City Engineer has stated that the sidewalk is needed for the comfort and
<br />convenience of the students attending Norcum and Peabo~ Schools.
<br /> We do not have sufficient funds in our Capital Account Budget to take care of
<br />tHis. item at this time and it is m~understanding that the property owners are not financially able to contribute
<br />fifty per cent of the cost of this walk. If it is the pleasure of the Council, I will make an effort to include
<br />the item in the Budget year beginning July 1st, 1951 and if approved by Council, I will endeavor to have the
<br />walk constructed prior to the beginning of the school year 1951-52."

<br /> Motion of ~r. Weiseman to concur iu the recommendation of the Oity Manager, was adopted
<br />
<br /> 3rd - "I submit herewith a letter from Welton,Duke and Hawks~ Inc., where~u an offer is
<br />made in the sum of $800.00 for four lots located in the City of Portsmouth in the area ~hat the Portsmouth Rede-
<br />velopment and Housing Authority has selected for its slum clearance project VA 1-4. This offer is submitted for
<br />your consideration."

<br /> Motion of Mr. Bilisoly that the City Manager be authorized to advertise the property
<br />for sale, ab. pu~lic auction, was adopted.
<br />
<br /> ~th - "I submit herewith a letter from A. E. Parker and also a statement of collection:
<br />by various attorneys since the last paymen~ was made to them. The amount shown by Mr. Parker' s letter due at this
<br />time is $1,706.04 and I recommend that an appropriation in this amount be placed on its first reading."

<br /> 5th - "I herewith submit a copy of a resolutioR of the Portsmouth Junior Chamber of
<br />Commerce concerning the fluoridation of our municipal water supply. I recommend that it be referred to the Com-
<br />mittee considering this matter."

<br />On motion filed.
<br />
<br /> 6th - "I recommend that an amount in the sum of $200.00 be placed on its first reading
<br />to defray the prel'~m~ary expenses of the Executive Committee of the Portsmouth Bi-Centennial celebration for the
<br />year 1952."
<br /> Motion of Mr. Houghton to place an appropriation of $200.00 for said purpose, on its
<br />first readLng, was adopted.
<br />
<br /> 7th - "I submit to each member of the City Council, a copy of the Report of Harrison
<br />BaStard and ~llen, on the plann~ngworkto bring the Harland Bartholomew Planning Report up to date."
<br />
<br />On motion filed.
<br />
<br /> 8th - ~The City agreed to purchase from R. ~. Ainsworth and others, a lot designated
<br />as 5 East side of Court St., early in the year 1950. 'The deed was not prepared and final settlement made until
<br />recently and the accumnlated taxes for 1950 and the first half of 1951 amounts to $7.52.
<br /> I I recommend that this amount of taxes be abated and that the City Collector be
<br />relieved from the collection of same and that'the City Auditor be authorized and directed to credit the City
<br />Collector's account for this amount and that the amount be removed from Taxes Receivable."
<br />
<br /> Motion of Mr. Sturtevant to comcar inthe recommandation of the City Manager was
<br />adopted.
