March 27th~ 1951. <br /> <br />At a regular meeting of the City Council, held on M~rch 27th, 1951, there were present: <br /> <br />Fred A.Duke, Frank N.Bilisoly, Jr., George L.Grimes, Carl C. Houghton~ Jr.. <br />James N. Ho~rd, R. Ir~ine Smith, E. Robie Sturtevant, C. E. Warren, Pearl~ <br />J.~ilso~,~I. G~ Vass~City MAnager, and R. C. Barclay, City Attorney. <br /> <br />Minutes of regular meeting held on March 13th, 1951 were read and approved. <br /> <br />The following notice of zoning changes was read: <br /> <br /> "Pursuant to the provisions of the Zoning Ordinance notice is hereby given that a public <br />hearing will be held at 7:30 P.M., on Tuesday, March 27th, 1951, in the Council Chamber, Municipal Building, <br />Portsmouth, Virginia, for the purpose of altering zones and reclassifying the following property: <br /> Peyton B. ~ollup, to rezone the southwest corner of Rodman Avenue and <br /> Airline Turnpike, fronting 100 feet on Airline Turhpike and~O0 feet on <br /> RodmanAve. from Two Family Class "C" to Commercial Class "G". <br /> <br /> ~'The <br />the follow~-g applmcatmono <br /> <br />Planning and Zoning Commission, at the regular meeting, Narch 1st, 1951, approved <br /> <br />!st - Peyton B. Colhp, to rezone the southwest corner of Rodman <br />Avenue and Airline Turnpike, frontiug 100 feeton Airline Turnpike <br />and ~O0 feet on Rodman Ave. from Two Family Class "C" to Commercial <br />Class '~G"." <br /> <br />mission, was adopted. <br /> <br />Motion of Mr. Ho~ght0n to concur in the recommendation of the Planning and Zoning Com- <br /> <br /> Motion of Mr. Wilson that the Mayor and City M~uager be added to the committee for de- <br />signf~ug a plaque for the new police station building, was adopted. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 1st - "I am submitting here~lth bids for the old buildings located on the site of the <br />Police headquarters and also on the site o~ the new Fifth Avenue Fire Station· I recommend that the offer of <br />John C. Holland be accepted. <br /> I also submit an offer in the sum of $75.00 for an old used engine and recommend <br />that the engine be declared as surplus property and be sold to Nr. Holland for the above amount ." <br /> <br /> Motion of Mr. Houghton that the City Manager be authorized to sell old buildings on new <br />~Rolice station site, w~s adopted. <br /> <br /> Motion of Mr. Wilson that the City Manager be authorized to sell the houses on the new <br />fire station site, was adopted. <br /> <br />Motion of Mr. Howard that the City Manager be authorized to sell motor from an old fir. <br /> <br />engine, was adopted. <br /> <br /> 2nd - "I subauit herewith a letter from the Elizabeth River Tunnel Commission and recom - <br />mend that a conference be held with representatives of the Tunne2 Conmtission and that plans be worked out as pro <br />posed in the letter.~' <br /> <br /> "Since the nextre~alarmeeting of the Council falls on Tmesday, April 18th,1951 <br />and since the Hijghway Commission is holding a public hearing on allocationsin the City of Richmond, Virg~uia, at <br />9:00 A.M., on Wednesday, the llth, I recommend that the next regular meeting of the Council be held on some other <br />date acceptable to the Council, in order that the officials of the City may attend bheHighway hearing iu Rich - <br />mond." <br /> <br /> Motion of Mr. Bilisoly that the next regular Co~ucil meeting be held on April 3rd at <br />7:00 P.M., and that a conference with the Tunnel Commission be held after the Council meeting, was adopted. <br /> <br /> 3rd - "I am submitting herewith bids received for the alterations to the Municipal <br />BuildLug and reco~end that the lowest bid ~e accepted· I ~lso reco~en~ that au appropriation ~n the s~tm of <br />$30,0O0.00 for the alterations to the Municipal Building he plac~d on its first reading." <br /> <br /> Motion of I!r. Warren to concur in the recommendation of the City Manager ~nd that an ap - <br />propriation of $30,000.00 be placed on ~s first reading, was adopted. <br /> <br /> ~th - ~I am submitting herewith letters ~ud photographs from ¥~. Wm.H. Baker, concerning <br />the office space req~o~red for the Clerk of the Hustings Court." <br /> <br />Motion of M~r. Houghton to suspend the rules and hear from Mr. Baker was adopted. <br /> <br />Mr. Baker spoke in reference to office space allotted him'in the proposed addition to the <br /> <br />Municipal Building. <br /> <br /> Motion of ~. Houghton that a committee be appointed to meet with Mr. Bain ~ndMr. Baker <br />to consider the allocation of office space in the proposed addition, was adopted. <br /> <br />The Chair appointed Messrs. Smith, Howard and Weisemau on said Committee. <br /> <br /> 5th - "I submit herewith an agreement between the Norfolk and Western Railroad Company <br />and the City of Portsmouth for the privilege of layi_ug, maintaining and operating a ten inch cast iron water pipe <br />under the land and tract of the Railroad Company near Yadkin, Va. <br /> I recommend that the Mayor be authorized to executethe contract and that the <br />City Clerk be authorized to sign and affix the sea! of the City, subject to the approval of the City Attorney, <br />was adopted. <br /> <br />6th - "I have been requested by officials of the Portsmouth Gas Company to present to <br /> <br /> <br />
