March 10. 1997 <br /> <br /> At a Regular Meeting of the City Council held on Monday, March 10, 1997, <br />there were present: <br /> <br /> Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., James T. Martin, <br />Cameron C. Pitts. P. Ward Robinett, Jr., J. Thomas Berm III, Ronaid W. Massie, <br />City Manager, George M. Willson, Deputy City Attorney. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Vice Mayor Ciemons called the meeting to order and welcomed all in <br />attendance. <br /> <br />- PUBLIC HEARING- <br /> <br />97-65 - Public hearing on a rezoning application: <br /> <br />(a) Z-97-03 <br /> <br />DOWNTOWN NEIGHBORHOOD - Request of the City of Portsmouth <br />Planning Commission to rezone 900 and 901 Thomas Circle and a <br />portion of the Ida Barbour Housing complex from RM-60 to Downtown <br />D-1 Office and Downtown D-1 Residential. <br /> <br />1. James Griffin. 1528 Maple Avenue, spoke concerning the contacting of the Ida <br />Barbour residents that will be relocated and wanted to be assured that Portsmouth <br />Community Development Group would not be the contractors. <br /> <br />2. Cliff Page, 465 Primrose Street. spoke concerning the rezon~ng of Ida Barbour <br />prior to 2005 Committee approval. <br /> <br />3. William Copeland, 2107 Staunton Avenue, spoke concerning the rezomng of Ida <br />Barbour. <br /> <br />4. John Bailey, Jr., 203 Dixie Avenue spoke on the relocation of the Ida Barbour <br />residents. <br /> <br />5. Raleigh Harsley, 2124 Peach Street. spoke on the rezoning practice and <br />neighborhood quality of the City of Portsmouth <br /> <br />6. Caesar Lee, spoke concerning the relocation of Ida Barbour residents. <br /> <br /> Motion by Mr. Benn and seconded by Mr. Robinett, to suspend the rules of <br />order to allow Cliff Page one additional minute to speak, and was adopted by a vote <br />of 6-1(Clemons). <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Benn. to concur with the <br />recommendation of the Planning Commission that Z-97-03 be approved on first <br />reading vote. and was adopted by unanimous vote. <br /> <br />On motion meeting adjourned at 8:25 p.m. <br /> <br />PROVED- <br /> <br /> ny M. <br /> <br />Sheila Powell Pittman, CMC/AAE <br /> City Clerk <br /> <br />Mayor James W.
