<br />,An Ordtuamce Levying an~ In~osing a Tax on Every Sale, as Defined in this Ordinance, of Cigarettes within the
<br />City of Portsmouth,Defining Ce~in Words and Phrases used in this (~d~uanoe, Fixing the Rate and Amonnt of said
<br />Tax, Providing for the Paymen~ and Co!teotiou thereof, Authorizing the City Collector to Make Certain Rules and
<br />Regulations regarding the Ada,~1$tration of this Ordinance, Defining Vi~lations of the Provisions of this Ordi -
<br />nance and Prescribing Penalties Therefor' adopted on December 26th, 1950, a.~d levying a Cigarette Tax, shall be
<br />repealed.
<br /> An election was held in the City on April 3rd, 1951, after the necessary arrangements had
<br />been made by the Electoral Board of the City. I obtained printed copies of the ordinance and enclosed a printed
<br />espy thereof in an envelope with a sample ha&lot a~d mailed the same to each qualified voter of the City mere
<br />than five dayS prior to the election.
<br /> Copies of the above resolution and a notice of the elestion were posted at each voting
<br />place in the City.a-d espies served on the members of the Electoral Board of the City more than twenty dayS
