Houghton to concur in the recommendation of the City Manager,was adopte~. <br /> ~th - "I am suk~itting a plat showing lots owned ~y the City of Portsmouth and Fletch~ <br /> Taylor, adjacent to Pine Street iu Portsmouth, Va., and I recommend that the City of Portsmouth deed to Fletcher <br /> Taylor, lot shown on plat appr~a~mately 30 feet by ~0 feet for a stm~ar parcel of land fren$ing approximately <br /> 91 feet on G~lffin St. and extending back 135 feet to the property of the Seaboard Air Line Railroad and extend- <br /> iug on the said ~ p~operty a distance of approximately 165 feet. This exchange is to be one for the <br /> other with no remmneration of cash by either party. David L. Lawrence, President of the <br /> United States Conference of ~ors advising of a proposed decision by the Federal communieati~ns Commission whew <br /> by certain of the Television ~channels in the ultra-high f~equency portions of the Television spectrum are reserv- <br /> ed for non- commercial educational purpos~s. The Federal Conm~Auications Commissio~ has called for the ec~m~ents <br /> or objections concerning its proposal by April 23, 1951. <br /> Channel 21 ~n the ultra high frequency has been reserved for the Norfolk- <br /> Portsmouth area. and in order that the City of Portsmouth may subn~t evidence of substantial interest to the Fed- <br /> oral Co~mmnicatie~s Commission, it is necessary that a Resolution endorsing the allocation of a Television channe <br /> for the Norfolk-Portsmouth area he submitted. <br /> It is m~ understanding that L,I~.~ Wehb,Jr., Director of the College of W~].l.iam <br /> & Mary and the Virginia Polytechnic Institute iu Norfolk have expressed interest in behalf of the College. I <br /> uls~ Understand that both the Norfolk and Portsmo~h schools are expected-to take' appropriate action and I am ad- <br /> vised that the City Council of Norfolk has adopted a s~lar resolution. I therefore recommend that the attache~ <br /> resolution be adopte~ by the Council of the City of Port~mouth, Virginia." <br /> <br />Resolution - <br /> <br />A B~SOLUTION ~TDORSING THE ALLOCATION BY THE FEDERAL CO~JNIGATIONS COmmISSION <br />OF T~T.~ION C~ANNEDS TO THE NORFOLK-PORTSNOUTH AEEA, TO BE USED FOR NON- <br />COI~MERCIAL EDUCATIONAL AND CULTURAL PUF~DSES. <br /> <br /> l~hereas, the Federal Communications Commission will, in the near f~ture, <br /> make a decision regarding the allocation of very high frequency and ultra- <br /> high frequency television channels to cities to be used for non-cowm~-rcial <br /> educational and cultural purposes; and <br /> ~rnerems, one ultra-high frequency television cha~nel has tentatively been <br /> allocated to the Norfolk-Portsmouth area; and <br /> Whereas, the Federal Conmmnications Conmission' desires an expression of <br /> interest from the cities so affected prior to making a finaI decision re- <br /> garding said allocations: and <br /> Whereas, in the opinion of the Council of the City of Portsmouth such pro- <br /> grams will greatly benefit the people of this City by expanding and revitaliz- <br /> ing education; and <br /> Whereas, the Council of the City of Portsmouth hms received many informal <br /> statements and endorsements from civic organizations, school officials, and <br /> private citizens expressing strong interest in the establishment of such'a <br /> television channel; now therefore, <br /> Be it Resolved by the Council of the City of Portsmouth: <br /> Section 1 - That the ~ouncil of the City of Portsmouth does fully <br /> endorse the permanent allocation of one or more tele- <br /> vision channels to the City to he used~ for non-commer- <br /> cial. educational and cultural pmrpeses. <br /> <br /> On motion of ~Ir.
