<br />At a regular meeting of the City Council, held on May 3tst, 1951, there were present:

<br />Fred A. Duke, Frank N. Bilisoly, Jr., George L. Grimes, Carl 0. Houghton,Jr.,
<br />James N. Howard, R. Irvine Smith, E. R. Sturtevant, C. E. Warren, H. Earl Weiseman,
<br />Pearle J.Wilson, I.G. Vass, City Manager, and R. C. Barclay, City Attorney.

<br />Minutes of the regular meeting held OhM ay 8th and called meeting of May 15th were read
<br />
<br /> The following reports from the City Manager were read:
<br /> ..
<br /> 1st - "I submit an ordinance closing certain streets withinthe boundaries of the Jef-I
<br /> recommend that this ordinance be placed on its first readmng." ~
<br /> Motion of F~r, Weiseman to place the follo~ing ordinance on its first reading,was adoptea:
<br />
<br /> "AN ORDINANCE TO CLOSE THE STHEETS WITHIN THE AREA RECENTLY
<br /> PURCHASED BY THE PORTSMOUTH RE-D~¥~LOPM~NT AND HOUSING
<br /> AUTHORITY"
<br /> 2nd - "Pursuant to a resolution of the City Council, lots numbered 129, 131, 340 and
<br />342 on the plat of West COttage LandCompany recorded-in the Clerk's Office of Norfolk County, map book six, page
<br />21, were offered for sale at public auction on the 31st day of May, 1951. The highest bid made was by the rep-
<br />resentative of the Portsmouth Redevelopment and Housing Authority i~ the sum of $800.00 for the four lots.
<br /> I recommend that the sale be approved and that the City Attorney be authorized
<br />and directed to prepare a deed for same and that the Mayor be authorized'and directed to execute the deed for and
<br />on behalf of the City of Portsmouth and that the Clerk of the Council be directed to attest the same and affix
<br />the City Seal thereto."

<br /> Motion of Nr. Warren to concur in the recommendation of the City Managerwas adopted,
<br />
<br />and by the following vote:

<br />Nays: None
<br />
<br /> 3rd- "I submit two invoices from Greeley and Hanse~ for Engineering Services in c~n -
<br />nection w~ith prelimdnary studies aa~design ef sewerage facilities for the recently annexed territory, im accor-
<br />dance with their contract d~ted December 30, 1950, first installment in the sum of $2,500.00, second installment
<br />in the sum of $9,275.00makm~g a total of $11,775.00 and re~ommead that this amount be placed on its first read-
<br />ing and to be paid for from Sewage Disposal Fund, to be reimbursed to the Sewage Disposal Fund from Bond Funds
<br />when said funds have been received."

<br /> Motion of Mr. Houghton to place an appropriation of $11,775.00 for said purpose on its
<br />first reading, was adopted, and by the following vote:
<br />
<br /> Ayes: Duke, Bilisoly,Grimes, Houghton, Howard, Smith, Sturtevant,
<br /> Warren, Weiseman, Wilson
<br /> Nays: None
<br />
<br /> 4th - "I am attaching hereto invoices from the hospitals in the sum of $7,696.50. The
<br />balance in the funds appropriated for the care of indigents is $5,180.20 leaving a balance in the sum of
<br />$2,516.30. 'If fm~ds are to be provided for the payment of this bill, it w~]l be necessary that the sum of
<br />$2,516.30 be placed on its first reading. This. is for your consideration."

<br /> ~otion of Mr. Houghton to place an appropriation of $2,516.30 for said purpose on its
<br /> first readLng, was adopted.
<br />
<br /> 5th - "I am submitting an invoice from Charles R. Lively in the sum of $250.00 for ser-
<br />vices rendered with the Commlssionerof Revemue in appraising property and improvements thereon for the calendar
<br />year 1950.
<br /> The bill has been approved by L. E. Turlington, Commissioner of Revenue and I
<br /> recommend that an appropriation in the sum of $250.00 be approved."
<br />
<br /> Motion of~ir. Bilisolyto appropriate $250.00 for said purpose was adopted, and bythe
<br /> following vote:
<br />
<br /> Ayes: Duke, Bilisoly, Grimes, Ho~ghton, Howard, Smith,Sturtevant,
<br /> Warren,Weiseman, Wilson
<br /> Nays: None
<br />
<br /> 6th - "I submit herewith an estimate of the requirements for the Electoral Board f~uds
<br />for the coming year, which has been submitted to me by H~W. NacKemzie, Chairman of said Board.
<br /> If~the Council approves this, it will be necessary that an additional appropria-
<br />tion be made to the Electoral Board i~ the sum of $~,500.00."
<br />
<br />Motion of Mr. Howard to lay oo~ the table was adopted.
<br />
<br /> 7th ~- "I submit herewith two letters from ~. E. Parker, City Collector, in which he
<br />recc*mends ~he refund of license taxes. I concur in the recommendstiom of the City Collector."
<br />
<br />Motion of Mr. Bilisoly to concur in the recommendation of the City Manager, was adopted.
<br />
<br /> 8th - "I submit herewith a letter frem the Hen. Wm. H. Oast, Judge of the Civil and
<br />lice Court and the Juvenile and Domestic Relations Court of the City of Portsmouth, concerning salaries.
<br /> This is for your consideration."
