<br />At a regular meeting of the City Co,~n~il, held on J-~ue 26th, 1951, there were present:

<br />Minutes of regular meeting of June t2th, 1951 and called meeting of June 19th, 1951, wer,
<br />
<br />read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 1st - The Manager stated that it will be necessary for the City to make funds available
<br />on the construction of the new I.C. Norcum High School, around October 1st, 1951.
<br />
<br /> Motion of Mr. Smith that the City Attorney be instructed to draw an ordinance for the
<br />issuance of bonds for said purpose, was adopted.
<br />
<br /> 2nd - "At the time the sewage treatment plant and trunk line s~ers were but_lt, the
<br />City did not succeed in securing a right of way for the sanitary sewers over and across the property owned by
<br />Georgia Hodges. The City made an offer to ~irs. Hodges' late husband ~n the sum of $3,000.00 for the entire tract
<br />that he owned in the area, but due to his death the tract of land was not acquired.
<br /> Mrs. Hodges has agreed to accept the sum of $3~000.00 plus the taxes, interest
<br />and pen41ties that she has paid on the property for the years 19~5-51 inclusive.
<br /> In order to clear up the questign of the right of way, et~c., I recommend that ~
<br />appropriation in the sum of $3,550.00 be placed on its first re,ding.·
<br />
<br /> ¥otion of Mr. Howard to ~lace an appropriation of $3,550.00 from Sewage Disposal Funds,
<br />for said purpose~ on its first reading, was adopted.
<br />
<br /> 3rd - ~I am attaching hereto tax tickets against four lots recently sold to the Ports-
<br />mouth Redevelopment and H~msing Authority in the stum of $5.26 for the year 1951 and I recommend that they be charged
<br />out of the Taxes ReceivaBle Ledger and that the City Collector and City Auditor be authorized to adjust their ac-
<br />counts accordingly.~
<br />
<br />Motion of Mr. Howard to concur in the .recommendation of the City Manager, was adopted.
<br />
<br /> Ath - "I submit herewith a Certificate from_ the Hon. E. Griffith D6dson, Keeper of the
<br />Rolls of the State, certifying the Census of the Population of the City of Portsmouth as of April 1st, 1950, as
<br />being 80,039.~

<br />On motion filed.

<br />5th - "! am attaching hereto a letter from the Portsmouth Education Association. This
<br />
<br />is for your iuformation."
<br />

<br />',In view of the recent substantial increase in the salary scale, of the Norfolk
<br />teachers as a result of Federal f-o~_ds, the Portsmouth Education ~ssociation hopes
<br />that s~m~lar funds in Portsmouth will soon make possible the adoption of the salary
<br />scsle proposed by the Association and submitted to the Superintendent in February
<br />of this year.
<br />Because that scale was cut down considerably, ~ud because the taxes and cost-of
<br />li~g expenses are up, the net salaries for next year, though increased, seem in -
<br />adequate. Consequently, the association earnestly request-s that fur2her study ~nd
<br />consideration of the Association's salary scale be made by the Superintendent, the
<br />School Board, the City Manager and the City Council."
<br />
<br />On motion filed.
<br />
<br /> 6th - "I recommend that an appropriation of $10,000.00 be placed on its first reading
<br />to be used for the purpose of advertising and sponsoring the 200th Anniversary of the City of Portsmouth during the
<br />year 1952."
<br />
<br /> Motion of Mr. Warren to place au a~propriation of $~10,~00.00 for said p~rpose on its
<br />first reading, was adopted.
<br />
<br /> 7th - "I suggest that a committee ef three members of the Council be appointed, with
<br />authority to act, ~o meet with the City Auditor, the City Collector and a representative of the State ~uditor's
<br />office on Friday, June 29th, 1951, at 7:30 P.M., for the purpose of making certain adjustments in the Accounting
<br />System that will reflect in the audit of the fiscal year ending Jt~ue 30th, 1951."
<br />
<br /> Motion of ~. Howard that a conmuittee be appointed, as recommended, was adopted. The
<br />Chair appointed Messrs. Weiseman,Smith and Howar8 on said ConmLittee.
<br />
<br /> 8th - "The attached letter from the Superintendent of the '~ater Department trausmits
<br />map and right of way deed r~quested by the State Highway Department. I recommend that the proper officials of the
<br />City be authorized to execute the deed."

<br />Motion of Mr. Howard that the proper city officials be authorized to e~ecute the deed,
<br />
<br /> 9th - "The question of a joint meeting of City Council, representatives of Kings~
<br />Daughters Hospital and the Director of Public ~e!fare and Superintendent of Social Service was discussed with Mr.
<br />Hanrahan, Executive N~nager of Kings D~ughters Hospital and he- suggested that a meeting be held on Monday, JtLly
<br />2nd, 1951. If this does not meet with the approval of the City Council, it is suggested 5hat you name a satisfac-
<br /> tor~ date. ~
