<br /> Motion of Mr. Howard to suspend the rules and hear from Vernon E. Grimes, President of

<br /> l~otion of Mr. Howard to suspend the rules to hear from the President of the Portsmouth
<br /> ~Lr. Fryv presented the follo~-ng:
<br />Junior Chamber of Commerce, Leslie Frye, was adopted. ~ ~
<br />
<br /> "The Junior Chamber sponsored the showing of a mobile exhibition in Portsmouth. Exhibits
<br />of this kind, m~uy of which are of educational nature, most of which are shown under the sponsorship of responsib
<br />local civic organizations, have risen in popularity in recent years. Yet, we learned from our experience that
<br />there is no standard provision for accomodating such e~kibits hero. The trials and tribulations which we faced,
<br />fought and finally defeated, will give rise to sevoral suggestions to the City Co~ncil and the City ~nager in
<br />the near future.
<br /> Our first suggestion however, is:
<br />
<br />1. That the parking meter zones on the north side of High Street, between Court St:
<br /> and the restricted zone directly in front of the Court House, be designated as
<br /> the locaticn for mobile exhibits.
<br />2. That a feo of fifty cents per meter zone per day be levied in advance as ali -
<br /> cense for the use of this space, to compensate for loss of parking meter reve-
<br /> nues there.
<br /> That one or more electric outlets be extended under the sidewalk and made
<br /> available to the exhibits, for an additional fee of fifty cents per day.
<br />%. That the already busy office of the City Manager be given relief from making
<br /> arrangements for the use of this space, electricity, etc.
<br />5. That fees may be waived by the City Manager, at his option, upon appropriate
<br /> application, in such cases as rec~uitkug programs, savings bonds sales, and
<br /> other activities of governmental agencies.
<br />
<br /> Under the ter~s Wo p~opose, our recent exhibit would have ~ucreased the City~ s revenm
<br />by $6. However, by the woll established precedent under which we operated, a permit waived all fees. Neverth,
<br />less, we feel obligated to reimburse the City for its lost income from three parking meters for three days for
<br />m~e hours a day at 55 per hour. Enclosed therefore, is our check for $&.05, with the request that our sugges-
<br />tions outlined in the foregoing be considered."

<br /> The following letter from T.Ray Hassell, Chairman, Public Property Committee, Nor -
<br />folk County Board of tmper~isors, was read:
<br />
<br /> "In the process of rehabilitating the office formerly occupied by the City ~ollec-
<br />tor and the Treasurer of Norfo]-k County, it was discovered that the overhead sills were badly damaged by termites
<br />and by the rotting of the said si~--ls. This made the replacemont of the sills imperative, which replacement was
<br />made by J.L.Smith, at a cost of $300.00. ~r Bbard desires to replace the obsolete coal-burning boiler now in
<br />use ~u the Court House, with a modern gas burning boiler~ to change the location of the boiler to a place nearer
<br />the chimney and to change certain portions of the heating syste~ so as to modernize the same at a cost of $2598.0C
<br /> ~e respectfully request the cohcurrence of the City i~_ this action and request the
<br />City to pay one hs3_f of the costs of $2898.00, a total of ti,&&9.00."

<br /> Motion of ~;m. Howard that this matter be referred to the City Manager to report
<br />back to the Co%uucil at its next meeting, was adopted.

<br />The following letter from the In~ ternational City Managers' ~ssociation was read:
<br />
<br /> "This is a cordial invitation to your city to be represented by your city manager
<br />at the 37th ~n0nual Conference of the International City Managers' Association to be held at Poland Spring, Maine,
<br />September 9 - 13, 1951. This confersnce for chief municipal admihistrators should be of considerable benefit
<br />bo your city and your manager, particularly at this time. Among the major topics,of discussion v~_ll be the prob-
<br />lem of civilian defense, as well as topics on how to plan, staff and fins~uce the many improvement and services
<br />with which every comm~uity is faced.
<br /> The conference program will be m~de up ~lmost entirely from suggestions sent in
<br />by the managers, who will attend the meetinE~ A separate request is going to your m~uger, inviting him to send ~
<br />his suggestions as soon as possible, together ~th his conference' attendance plans. This will assure him sn oppor-
<br />tunity to have discussed any special problems of urgent concern to your community.
<br /> I know you ~ll appreciate the benefits that your city will derive from having
<br />your ~nager at this meeti~g; we would like to hear, at your early convenience, what action is taken authorizing
<br />his attendsnce, in order that we m~y complete the program for what should be a very valuable meeting to every co~
<br />~muity represented. ~'
