<br />At a ~regular meeting of the City Council held on July 10th, 1951, there were present:
<br />
<br />Fred A. Du~e, Frank_ N. Bilisoly, Jr., George L. Grimes, J~es No Howard,
<br />R.~.trvine Smith, E. Robie Sturtev~ut, C. E. Warren, H. Earl Weiseman, Pearle
<br />J. Wilson, I. G. Vass, City Manager, and R. C. Barclay, City Attorney.

<br /> Minutes of the regular meeting held on June 26th, 1951 were read ~ud approved.
<br />
<br /> The follo~*lng resolution was presented by Mr. Grimes, Ch&irm~n of the Committee for
<br />lighting T~xton playground~rea~ a~d procuriug additional land for the Truxton playground:
<br />
<br /> 'm~{EEEAS, the Cotuucil of the City of Portsmouth desires to acquire
<br /> for the use of the City a parcel of land containing 6.76-~ a~res
<br /> or 29~.~66~ ~. ft. suitable for playground purposes, and to
<br /> exchange therefor the following land not used or necessary for the
<br /> public purposes of the City, n~mely:
<br /> The parcel of land located at the southwest inter-
<br /> Sectionmof the Norfolk & ~ortemo~th Belt Line Rail-
<br /> road ~dRandolph St., extended, containing llo3 acres,
<br /> more or less; bo~uded on the north by the A & D. Rail-
<br /> road ri~t of way and the land of Amelia G. McLean on
<br /> the east by the land of Amelia G. McLean and the
<br />N & P. Belt Line Railroad right of way and on the south
<br />by the land of the F.S. Royster Guano Company and the sub-
<br />division of North Truxton.
<br />Therefore, be it resolved by the Couhcil of the City of Portsmouth
<br />that the City Manager of the City be and he is hereby directed to
<br />receive after first giving ten days notice by advertisement in the
<br />Portsmouth Star, a daily newspaper, sealed proposals for the exchange
<br />of the ~$ove described parcel of land for a parcel of land ~ithinthe
<br />1L~its of the City and to be conveyed to the City in fee simple, free
<br />and clear of liens."
<br />
<br />On motion of Mr. Grimes, said resolution was adopted.
<br />
<br />The following reports frgmthe City ~nager were read:
<br />
<br /> ls~ - "! submit a deed of easement to cover the relocation of the s~uitary sewer ex-
<br />isting in Dinwiddie Street. I recommend that the ~yor be authorized and directed to execute the deed of easement
<br />on behalf of the City of Portsmouth and that the Clerk be directed to attest the same and affix the City seal
<br />thereto."

<br /> Motion of Er. Sturtevant that the proper city officials be authorized to sign the
<br />deed, was adopted, and by the following vote:

<br /> 2nd - "I submit a revocable permit from the City of Portsmouth, Virginia to the
<br />United States of America for the ~se of rehabilitation of the sewer systems of the N~vyactivities in the Nor-
<br />folk area as shown upon the map attached to the permit.
<br /> I recommend that the City M~nager and the Mayor be authorized and directed
<br />to execute the permit on behalf of the City and that the City Clerk be directed to attest the s~me and affix the
<br />City seal thereto."
<br />
<br /> Motion of ~. Weiseman that the proper city officials be authorized to sign the
<br />deed, was adopted, and bythe fo]lowing vote:

<br /> 3rd - "I am submitting here-~lth a letter from R.C. Barclay~ud also a letter from
<br />A. R. Brinkley, Superintendent of the Atlantic Coast Line Railroad Company and a copy of the deed from the Atlantic
<br />Coast Line Rai!roadCompany to the City of Portsmouth for the old Atlantic Coast Line Company's krmistead Branch
<br />road bed. This is ~u~mitted for your consideration."

<br /> .On motion o~ Mr. How~rd,~'~he fol~o~ing conmtittee was appointed, with power to act:

<br />Messrs. Houghton, Bilisoly and Smith.
<br />
<br /> ~th - "I submit herewith a letter from C. R. Lively~ Chairman of theEqu~lization
<br />Board. An appropriatinniof$5,000.O0 was placed in the budget for the fiscal year ending June 30th,1951, which
<br />was considered, at the time~ as the correct amount, based on previgus experience.
<br /> If the Council approves the ~mo~unt requested, an additional appropriation
<br />will be necessary. I recommend, that an appropriation of $6,500~00 be placed on its first reading.".
<br />
<br /> Motion of Mr. Grimes to place an appropriation of $6,500.00 on its first reading,
<br />for said purpose, was~adopted.
<br />
<br /> 5th - "I submit a report from Greeley and Haumen, Consultiug Engineers, stating
<br />that the estimated cost of the sanitary sewer system in the an~nexed territory will amount to $1,750,000.00.
<br /> I recommend that the City ~%ttorney be instructed to prepa~e an ordir~nce
<br />calling for a bond election to be voted upon a% the regular election date of the first Tuesday in November,195-!,
<br />if such an election can be held on that date, legally."
