<br />PurDose and Need:
<br />
<br />a) Department of Parks: Recreation and General Services:
<br />
<br />The Departments of Parks, Recreation and General Services were recently
<br />consolidated into one department. The proposed code changes creates the
<br />newly organized Department of Parks, Recreation and General Services.
<br />
<br />The proposed Code language changes, where appropriate, the titles of Director
<br />of General Services and Director of Parks and Recreation to the Director of
<br />Parks, Recreation and General Services.
<br />

<br />
<br />Department of Community_ Quality and Planning Services:
<br />
<br /> The Departments i of Planning and Environmental Services were recently
<br /> consolidated into one department. The proposed code changes create the newly
<br /> organized Departmbnt of Community Quality and Planning Services and reflect '
<br /> the three divisions of Planning and Zoning, Neighborhood Quality Services, and
<br /> Building Standards.
<br />
<br />The proposed code language also changes, where appropriate, the titles of
<br />Director of Planning and Director of Environmental Services to the title of Director
<br />of Community Quality and Planning Services.
<br />
<br />c) Department of Economic Development:
<br />
<br />Within the recent reorganization, the development and implementation of tourism
<br />programs, including the planning, coordination, and direction of tourism
<br />advertising programs, will now be the responsibility of the Department of
<br />Marketing and Communications.

<br />CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988), BY REPEALING
<br />SECTIONS 2-341 THROUGH 2-344 AND 22-578 THEREOF, BY AMENDING
<br />SECTIONS 16-1, 16-4(B), 16-35, 16-40, 25-26 THROUGH 25-30, 25-65, 25-94(B),
<br />25-103, 25-120(B) AND (C), 25-122(C) AND (D), 25-128(A), (B) AND (C), 25-247
<br />THROUGH 24-249, 36-26 AND 36-52(4)(A), (6) (7) AND (8) THEREOF, AND BY
<br />ENACTING A NEW SECTION 25-28.1 PERTAINING TO THE ESTABLISHMENT
<br />OF A DEPARTMENT OF PARKS, RECREATION AND GENERAL SERVICES."

<br />CHAPTER 1, BY REPEALING SECTIONS 2-501 THROUGH 2-503 AND ARTICLES
<br />IX AND XV OF CHAPTER 2, BY REPEALING SECTIONS 7-31 THROUGH 7-35 OF
<br />CHAPTER 7; AND BY ADOPTING A NEW DIVISION I OF ARTICLE XVll OF
<br />CHAPTER 2, PERTAINING TO A NEW DEPARTMENT OF COMMUNITY QUALITY
<br />AND PLANNING SERVICES."
