Madalyn Morris-Grimes, 108 Florida Avenue, spoke in opposition to the use <br />permit. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to concur with the <br />recommendation of the Planning Staff that UP-97-02 be denied, and was adopted by <br />the following vote: <br /> <br />Ayes: Berm, Griffin, Martin, Pitts <br />Nays: Clemons, Holley <br /> <br />(e) UP-97-05 <br /> <br />CAVALIER MANOR NEIGHBORHOOD - Request of Paul Battle for <br />a use permit to expand a residential care facility at 914 Dandridge <br />Ddve. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to defer consideration of <br />UP-97-05 to the Public Hearing meeting of April 8, 1997, and was adopted by a vote <br />of 5-0 (Councilman Pitts was absent at the time of vote). <br /> <br />(f) UP-96-19M <br /> <br />PRENTIS PARK/BRIGHTON NEIGHBORHOOD Request of <br />Alternative Behavior Services, (First Hospital Corporation) for a <br />modification to a use permit to construct a 75 bed juvenile. <br />correctional facility at 1801 Portsmouth Boulevard. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Martin, to refer UP-96-19M back to <br />the Planning Commission for consideration, and was adopted by a vote of 6-0. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />97-41 - Public Hearing on rezonings and a use permit: <br /> <br />(a) Z-96-12B <br /> <br />CITYWIDE - Rezoning application of the City of Portsmouth for <br />technical corrections of previous comprehensive rezoning of the <br />Ebony Heights neighborhood, deferred from the Public Hearing <br />meeting of February 11, 1997. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to concur with the <br />recommendation of the Planning Commission that Z-96-12B be .approved on first <br />reading, and was adopted by a vote of 6-0. <br /> <br />(c) Z-96-14 <br /> <br />PRENTIS PARK/BRIGHTON NEIGHBORHOOD - Rezoning <br /> <br />application of Mount Sinai Church to construct a church at 2700 <br />Chestnut Street, deferred from the Public Hearing meeting of <br />February 11, 1997. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to accep[ ~he applicant's <br />letter of withdrawal, and was adopted by a vote of 6-0. <br /> <br /> <br />
