Motion by Mr. Pitts, and seconded by Mr. Martin, to concur with the recommendation of the Planning Staff that UP-97-02 be denied, and was adopted by the following vote: Ayes: Berm, Griffin, Martin, Pitts Nays: Clemons, Holley (e) UP-97-05 CAVALIER MANOR NEIGHBORHOOD - Request of Paul Battle for a use permit to expand a residential care facility at 914 Dandridge Ddve. Motion by Mr. Martin, and seconded by Mr. Clemons, to defer consideration of UP-97-05 to the Public Hearing meeting of April 8, 1997, and was adopted by a vote of 5-0 (Councilman Pitts was absent at the time of vote). (f) UP-96-19M PRENTIS PARK/BRIGHTON NEIGHBORHOOD Request of Alternative Behavior Services, (First Hospital Corporation) for a modification to a use permit to construct a 75 bed juvenile. correctional facility at 1801 Portsmouth Boulevard. Motion by Mr. Griffin, and seconded by Mr. Martin, to refer UP-96-19M back to the Planning Commission for consideration, and was adopted by a vote of 6-0. - UNFINISHED BUSINESS - 97-41 - Public Hearing on rezonings and a use permit: (a) Z-96-12B CITYWIDE - Rezoning application of the City of Portsmouth for technical corrections of previous comprehensive rezoning of the Ebony Heights neighborhood, deferred from the Public Hearing meeting of February 11, 1997. Motion by Mr. Clemons, and seconded by Mr. Martin, to concur with the recommendation of the Planning Commission that Z-96-12B be .approved on first reading, and was adopted by a vote of 6-0. (c) Z-96-14 PRENTIS PARK/BRIGHTON NEIGHBORHOOD - Rezoning application of Mount Sinai Church to construct a church at 2700 Chestnut Street, deferred from the Public Hearing meeting of February 11, 1997. Motion by Mr. Clemons, and seconded by Mr. Martin, to accep[ ~he applicant's letter of withdrawal, and was adopted by a vote of 6-0.
