06/ <br /> <br />March 11. 1997 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, March 11, 1997, <br />there were present: <br /> <br /> Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., James T. Martin Cameron C. Pitts. J. Thomas Berm Ill, Ronald W. <br />Massie, City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Councilman J. Thomas Berm III opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed ail in attendance. <br /> <br />- PUBLIC HEARING - <br /> <br />97 - 70 <br /> <br />Public Hearing on a code amendment and use permit applications: <br /> <br />(a) CA-97-01 <br /> <br />CITYVVIDE - Request of the. City of Portsmouth for a code <br />amendment to permit residential care facilities within Residential <br />Single-Family RS-75 zoning districts with the issuance of a use <br />permit. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts. to defer consideration of <br />agenda item CA-97-01 to the April 8, 1997 Public Hearing meeting, and was adopted <br />by a vote of 6-0. <br /> <br />(b) UP-96-17 <br /> <br />MT. HERMON NEIGHBORHOOD Request of New Light Full <br />Gospel Baptist Church to operate a church at 1001 Frederick <br />Boulevard. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons. to refer agenda item <br />UP-96-17 back to the Planning Commission for further consideration, and was <br />adopted by a vote of 6-0. <br /> <br />(c) U P-97-01 <br /> <br />PEACHTREE NEIGHBORHOOD <br />requests a use permit to install <br />Gateway Drive. <br /> <br />- AT&T Wireless PCS, Inc.. <br />a communication tower at 3705 <br /> <br />Lewis White, 4605 Pembroke Lake Circle #101 provided information on the <br />application. <br /> <br /> Motion by Mr. Bent. and seconded by Mr. Clemons, to concur with the <br />recommendation of the Planning Commission that UP-97-02 be approved on first <br />reading, and was adopted by a vote of 5-1(Pitts). <br /> <br />(d) UP-97-02 PORT NORFOLK NEIGHBORHOOD - Joseph Preziotti, Jr. requests <br /> a use permit to construct a duplex at 117 Maryland Avenue. <br /> <br />1. Terry Cornea 144 Mt. Vernon Avenue, spoke in opposition to the application. <br /> <br />2. Walt Hudson, 137 Maryland Avenue spoke in support of the use permit. <br /> <br />3. Lawrence Wnukoski, 127 Maryland Avenue, spoke in opposition to the application. <br /> <br />4. Lewis Thomas, 131 Florida Avenue, spoke in opposition to the application <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, to suspend the rules of order <br />to allow Mr~ Preziotti five additional minutes, and was adopted by unanimous vote. <br /> <br />5. Joseph Preziotti, Jr. 527 High Street, provided additional information on the use <br />permit. <br /> <br /> <br />
